Job summary

Adecco is recruiting a Property Licensing Officer (Case Review) for the London Borough of Croydon. The role focuses on reviewing and assuring residential licence applications and cases processed by the delivery partner, ensuring all materials are complete and ready for statutory determination.

Hybrid working with 3 days in the office and 2 days remote, full-time, 36 hours per week, ASAP start on a 3-month contract, with a daily PAYE rate of £261.30.

Qualifications

• Experience within property licensing, housing, regulatory services or similar casework.
• Experience reviewing and determining complex applications or regulatory cases.
• Strong analytical skills and attention to detail.
• Experience working with high-volume case management systems.
• Ability to interpret legislation, policies, procedures and supporting evidence.
• Excellent written communication and record-keeping skills.
• Ability to manage competing priorities and deadlines.
• Strong organisational skills and sound professional judgement.

Responsibilities

• Review licence applications and recommendations submitted by the delivery partner.
• Assess supporting information, documentation and evidence to ensure compliance with licensing requirements.
• Review applicant, proposed licence holder and property details to support statutory licensing decisions.
• Consider fit and proper person information and other relevant licensing criteria.
• Identify incomplete, inconsistent or complex cases and return or escalate them as required.
• Review cases requiring additional information, clarification or investigation.
• Prepare cases for licence determination and support the issuing of draft and final licences.
• Review proposed licence conditions and identify cases requiring additional or specific conditions.
• Maintain accurate case records and audit trails.
• Liaise with the delivery partner to resolve case issues and improve submission quality.
• Escalate potential non-compliance, suspected unlicensed properties or enforcement concerns.
• Manage variations, changes of circumstances and other licensing casework.
• Contribute to quality assurance and performance monitoring activities.
