Job summary

London Borough of Croydon is seeking a Property Licensing Officer (Case Review) to join the retained Council team in Croydon. The role focuses on reviewing licence applications and related evidence to ensure compliance before statutory determination.

You will assess documentation, verify fit and proper person information, and prepare cases for licence issuance. Hybrid working is available with a 3-month contract and ASAP start.

Qualifications

  • Experience within property licensing, housing, regulatory services or similar casework.
  • Experience reviewing and determining complex applications or regulatory cases.
  • Strong analytical skills and attention to detail.
  • Experience working with high-volume case management systems.
  • Ability to interpret legislation, policies, procedures and supporting evidence.
  • Excellent written communication and record-keeping skills.
  • Ability to manage competing priorities and deadlines.
  • Strong organisational skills and sound professional judgement.

Responsibilities

  • Review licence applications and recommendations submitted by the delivery partner.
  • Assess supporting information, documentation and evidence to ensure compliance with licensing requirements.
  • Review applicant, proposed licence holder and property details to support statutory licensing decisions.
  • Consider fit and proper person information and other relevant licensing criteria.
  • Identify incomplete, inconsistent or complex cases and return or escalation them as required.
  • Review cases requiring additional information, clarification or investigation.
  • Prepare cases for licence determination and support the issuing of draft and final licences.
  • Review proposed licence conditions and identify cases requiring additional or specific conditions.
  • Maintain accurate case records and audit trails.
  • Liaise with the delivery partner to resolve case issues and improve submission quality.
  • Escalate potential non-compliance, suspected unlicensed properties or enforcement concerns.
  • Manage variations, changes of circumstances and other licensing casework.
  • Contribute to quality assurance and performance monitoring activities.

Job Title: Property Licensing Officer

Location: Croydon, CR0 1EA - Hybrid Working - 3 days office / 2 days remote

Daily rate £261.30 PAYE

Contract Length: 3 -month contract (possibility of extension)

Working Pattern: Full Time, Monday - Friday, 36 hours

About the Role

The London Borough of Croydon is implementing new Selective Licensing and Additional HMO Licensing schemes alongside its existing Mandatory HMO Licensing responsibilities. To support the mobilisation and operation of this important service, we are seeking an experienced Property Licensing Officer (Case Review) to join the retained Council team.

This role will focus on reviewing and assuring residential property licence applications and cases processed by the Council's delivery partner, ensuring all applications are complete, appropriately evidenced and ready for statutory determination.

About You

We are looking for candidates who can quickly become operational within a fast-paced environment and demonstrate strong analytical and case management skills.

Essential Skills & Experience
  • Experience within property licensing, housing, regulatory services or similar casework.
  • Experience reviewing and determining complex applications or regulatory cases.
  • Strong analytical skills and attention to detail.
  • Experience working with high-volume case management systems.
  • Ability to interpret legislation, policies, procedures and supporting evidence.

Desirable
  • Knowledge of the Housing Act 2004 and residential property licensing.
  • Previous experience within a local authority environment.
  • Experience within private sector housing regulation or property licensing services.
