Job summary

Utilise Recruitment Ltd. is seeking a Highways Development Engineer in Essex with hybrid working options (3 days remote).

The role involves assessing highway infrastructure for housing, commercial, and mixed-use developments, and ensuring compliance with technical and adoption standards. You will collaborate with developers, planning authorities, design teams, and stakeholders to deliver safe, well-designed highways.

Qualifications

• Degree or equivalent qualification in Civil Engineering, Highway Engineering, Transportation or related discipline.
• Experience overseeing highway elements of development schemes from design review to implementation.
• Strong understanding of highways legislation, design standards and approval processes for developments.
• Working knowledge of the Highways Act 1980 and CDM 2015.
• Familiarity with health and safety requirements in engineering and construction.

Responsibilities

• Review proposed highway works for compliance and suitability for future public adoption.
• Provide technical input on development proposals and planning consultations.
• Evaluate detailed design submissions and monitor progress to meet planning obligations.
• Lead and participate in meetings with developers, consultants, contractors and authorities.
• Respond to technical and construction-related enquiries throughout project lifecycle.
• Build and maintain relationships with internal teams and external partners.
• Ensure highway procedures are followed during scheme delivery.
• Prepare and progress legal agreements related to highway adoption and works.
• Advise elected members and stakeholders on highway matters.
• Support senior team members and provide cover when required.
