Job summary

Civic Recruitment Limited is recruiting for a 6-month contract with a local authority to lead the Financial Services function and oversee key financial operations. A daily umbrella pay rate of £461.94 reflects senior-level finance leadership in a public sector context.

Successful candidates will manage budgeting, treasury, capital accounting, payroll, and statutory financial reporting, while ensuring robust governance and compliance across financial services.

Qualifications

• Substantial post-qualification experience within Local Government finance.
• Experience leading finance teams within a complex public sector environment.
• Experience leading annual budget-setting processes and ongoing budget monitoring.
• Proven experience managing both capital and revenue budgets.
• Fully qualified CCAB accountant (CIPFA, ACCA, ACA, CIMA, or equivalent).
• Evidence of continuing professional development.
• CIPFA Qualification.
• Management or leadership qualification.
• Treasury Management qualification or specialist treasury experience.

Responsibilities

• Lead and manage the Financial Services function to deliver high-quality finance services across the organization.
• Oversee the Council's annual budget-setting process, aiding service managers and senior leadership in developing balanced and sustainable budgets.
• Monitor and report on revenue and capital budgets, identifying financial risks, opportunities, and implementing corrective actions as needed.
• Provide strategic financial advice and challenge to senior officers, directors, and elected members.
• Lead the preparation and delivery of statutory financial statements, ensuring compliance with relevant accounting standards and legislative requirements.
• Oversee treasury management activities, including cash flow management, borrowing, investments, and treasury reporting.
• Manage the Council's capital accounting processes and support the delivery of the Capital Programme.
• Oversee payroll, exchequer, accounts payable, accounts receivable, and related financial operations.
