Job summary

Sandwell Council’s BCF Commissioning Team is seeking a strategic Digital & TEC Programme Manager to lead TEC strategy across Adult Social Care and partners. This permanent, full-time role is based from Oldbury with a hybrid pattern of three days in the office and two at home.

You will provide senior leadership, translate strategy into delivery, manage budgets and projects, and work with NHS, housing and VCSE partners to improve prevention, independence and digital inclusion.

Qualifications

• Significant leadership experience within Technology Enabled Care or related field.
• Experience leading complex programmes from design to delivery and evaluation.
• Strong understanding of TEC, digital care technologies and innovation.
• Experience working with health and local government partners.

Responsibilities

• Lead the strategic development and delivery of Technology Enabled Care across Sandwell Place.
• Develop and implement TEC action plan with measurable, sustainable delivery.
• Provide professional leadership on TEC, digital care technologies and innovation.
• Oversee end-to-end TEC pathways, digital equipment solutions and monitoring models.
• Manage service performance, quality assurance, safeguarding, governance, risk and improvement.
• Lead TEC operational staff, ensuring supervision and workforce development.
• Champion co-production and digital inclusion for accessible services.
• Collaborate with NHS, housing, VCSEs and suppliers to strengthen pathways.
• Position TEC within prevention, reablement, discharge and community support.
• Lead service redesign and readiness for digital change; update workflows.
• Use data and user insight to improve delivery and demonstrate value.
• Prepare reports, dashboards, and assurances for senior boards.
