Job description

HSE SUPERVISOR is required by our client, an oil and gas operator, to be assigned on a contract basis, located in Congo.

DURATION 6-months (ongoing)

PRINCIPAL RESPONSIBILITIES

HSE Management System (HSE-MS) Governance:

  • Deploy and maintain the project's HSE management system, ensuring it is understood and applied by all personnel and contractors.
  • Develop and update key documents: HSE management plan, waste management plan, emergency response plan (including MEDEVAC and Oil Spill Contingency Plan - OSCP).
  • Develop / update HSE "bridging documents" with the drilling contractor and key service providers to ensure system alignment.
  • Communicate Company HSE expectations, design requirements, industry best practice to the Rig Contractor and monitor compliance.

Operational Support and Assurance:

  • Act as technical support for the Drilling Supervisors and the on-rig HSE Advisor for any complex HSE issues.
  • Plan and participate in HSE audits and inspections on the rig and at contractor sites.
  • Regularly inspecting the work site, equipment, and procedures to identify hazards and ensure compliance.
  • HSE screening /review meetings and communications with other disciplines to verify and ensure that HSE requirements are well understood and properly taken care of by all concerned.
  • Ensuring that Risk Management Processes and tools are developed and used to effectively identify hazards, to assess risk and to recommend controls to manage the risks and hence prevent, or reduce, the impact of potential harm to people, the environment and assets.
  • Review and validate risk assessments (HAZID, JSA/TRA) for non-routine or critical operations.
  • Participating in investigations of accidents and near misses, identifying root causes, and recommending corrective actions.
  • Track the close-out of actions arising from audits, inspections, and incident investigations.

Regulatory Compliance and Reporting:

  • Serve as the primary interface with Congolese regulatory authorities on HSE matters (Ministry of Environment, SNPC, etc.).
  • Prepare and submit all required regulatory HSE reports.
  • Ensure compliance in waste management (transport, treatment, disposal) and maintain corresponding records.
  • Conduct regulatory monitoring to anticipate any changes in Congolese legislation.

Emergency Preparedness:

  • Work with rig contractor and company’s crisis management consultancy to develop the comprehensive emergency response plan.
  • Work with rig contractor to establish comprehensive emergency response training and plans and ensuring readiness for emergency response.
  • Working with Congo Office, London headquarters and crisis management consultancy on emergency response readiness, including training plans.
  • Take responsibility for the maintenance and effectiveness of the emergency response plan.
