The role involves overseeing health, safety, and environmental activities, driving continuous improvements, and engaging with regulatory bodies. I am looking for an experienced and proactive HSE Manager to join the team at a leading speciality chemical company in Cheshire. This is a critical role at the Upper Tier COMAH site, offering a unique opportunity to drive continuous improvement in safety performance while maintaining the highest standards of regulatory compliance.
As HSE Manager, you will take full responsibility for the planning, coordination, and implementation of all Health, Safety, and Environmental activities across the site. You will be a key stakeholder in the site's COMAH disciplines and play a lead role in ensuring ongoing compliance, improvement, and risk reduction. This includes the maintenance and updating of the site's COMAH Safety Report and direct involvement in all major safety studies and regulatory assessments.
Plan, coordinate, and oversee all site HSE activities in line with corporate and regulatory requirements.
Maintain, update, and develop the COMAH Safety Report and associated safety documentation.
Represent HSE in all key safety studies including, but not limited to:
MATTE Assessments
DSEAR Assessments
Functional Safety Studies (HAZOP, PHA, LOPA)
Human Factors Risk Assessments
Major Accident Hazards (MAH) reviews
Conduct regular departmental audits to assess compliance with HSE and quality standards.
Drive a proactive HSE culture and ensure continuous improvement across the site.
Lead engagement with the HSE, Environment Agency and other external regulatory bodies.
Develop and deliver HSE training and support across multidisciplinary teams.
NEBOSH Certificate or Diploma (minimum requirement)
Ideally degree–qualified in Process Safety, Chemistry, Chemical Engineering, or a related scientific discipline.
5–10 years' proven experience in a HSE role at a COMAH site.
Experienced in quality management systems, auditing, and regulatory compliance frameworks.
