Qualifications

  • NEBOSH certificate (Level 3) and at least 3 years’ experience in a high hazard environment.
  • Experience of SHE audits and incident investigations.
  • Experience implementing SHE legislation and management systems.

Responsibilities

  • Lead compliance activities for COMAH Regulations.
  • Interface with HSE, Environment Agency and other stakeholders during inspections.
  • Monitor regulatory updates and implement policy changes.
  • Support SMS management and ISO 45001/ISO 14001 alignment.
  • Coordinate responses to audits and corrective actions.
  • Coach managers to meet HSE responsibilities.
  • Develop and update HSE policies, procedures and standards.
  • Track leading and lagging safety KPIs and close actions.

HSE Compliance Lead

Overview of the role

The HSE Compliance Lead is responsible for leading, maintaining and assuring health, safety and environmental compliance across a high hazard explosive manufacturing COMAH-regulated manufacturing site. The role is critical in maintaining safe operations, supporting operational excellence, and ensuring the site meets all obligations under the Health and Safety at work act, COMAH Regulations, the Explosive Regulations, , DSEAR, Environmental Permitting Regulations, and wider UK HSE legislation and Chemring Group Framework and company standards.

The position plays a key role in developing a strong safety and compliance culture, reducing operational risk, and ensuring the site maintains readiness for regulatory inspections and audits.

Responsibilities

  • Lead compliance activities associated with the Control of Major Accident Hazards (COMAH) Regulations.
  • Ensure compliance with all applicable UK legislation including the Health and Safety at Work Act, COMAH Regulations, The Explosive Regulations, DSEAR, Environmental permitting Regulations, COSHH, PUWER, LOLER, CDM Regulations
  • Act as the primary interface for regulatory inspections and audits involving the HSE, Environment Agency, Fire & Rescue Service, and external stakeholders.
  • Monitor regulatory updates and implement changes to policies and procedures as required.
  • Support the Safety Manger in managing and maintaining the safety management system (SMS).
  • Coordinate responses to regulatory actions, improvement notices, and audit findings.
  • Manage and maintain HSE management systems aligned with ISO 45001 and ISO 14001.
  • Manage and maintain the corporate compliance portal.
  • Conduct internal audits, inspections, and other assurance activities across site
  • Report incidents to regulatory authorities when required.
  • Coach and support operational managers in meeting HSE responsibilities.
  • Create and update HSE policies, procedures and standards
  • Monitor leading and lagging safety key performance indicators.
  • Facilitate the closure of corrective and preventive actions, ensuring actions are implemented and monitored.
  • Such other reasonable duties which may be required from time to time as directed by the HSE Director.

Essential Qualifications, Skills and/or Experience

  • NEBOSH certificate (Level 3) and a minimum of 3 year’s relevant experience in a high hazard process environment.
  • Experience of SHE audits
  • Undertake accident and incident Investigations
  • Experience of implementation of SHE legislation
  • Experience in emergency planning and managing emergency arrangements
  • Experience of supporting SHE management systems certified to OHSAS 45001 and ISO 14001
  • Familiarity with explosives manufacturing

Desirable Qualifications, Skills and/or Experience

  • Explosive awareness training

This role will be worked over a 4.5 day week; Monday to Thursday 08:00 – 16:45 and Friday 08:00 – 12:30.
