Job summary

Sheffield City Council HQ is seeking an experienced Business Planning Manager to lead the Housing Revenue Account Business Plan and support long-term financial sustainability across Housing services. The role reports to the Regulation and Governance Service Manager and collaborates with Housing, Strategic Finance and Finance Business Partnering.

You will drive 30-year plan development, perform scenarios, advise senior leaders, and deputise as required.

Qualifications

• Knowledge of local authority housing finance and 30-year HRA planning.
• Experience in complex financial modelling, scenario analysis and sensitivity testing.
• Ability to produce reports, business cases and briefs for senior managers and governance forums.

Responsibilities

• Lead the development, delivery and review of the 30-year Housing Revenue Account Business Plan.
• Coordinate inputs and assumptions to maintain a robust plan.
• Use complex financial models and scenario analysis to inform decisions and manage risk.
• Provide options appraisals, recommendations and briefings for senior leaders and governance forums.
• Ensure plan meets legislative, regulatory and financial requirements (HRA ring-fence, Rent Standard).
• Monitor delivery, performance and risks, updating the plan as needed.
• Align financial planning with operational priorities, asset investment and service delivery.
• Incorporate tenant/resident feedback into budgeting and investment decisions.
• Collaborate with Housing service and Finance Business Partnering to ensure alignment.
• Maximise value from the HRA through income/expense assessments.
