Job summary

James Andrews Recruitment Solutions Ltd is partnering with a local authority to recruit an experienced HR Business Partner for project work until 31 March 2027. The role is hybrid, with up to 3 days working from home and a 37-hour week.

The successful candidate will shape HR processes, develop workforce development plans, and help services prepare for regulatory change, including drafting policies and Code of Conduct updates.

Qualifications

• Seasoned HR Business Partner with project/change/workforce development or regulated-service experience.
• Experience developing HR processes, workforce development plans, policy documents and practical implementation activity.
• Experience completing skills, behaviours or competency analysis and turning findings into clear development plans.
• Ability to interpret regulatory or standards-based requirements and convert them into policies, processes and deliverable project actions.

Responsibilities

• Draft and implement a Workforce Professional Development Policy for employees.
• Create a specific section of the organisation’s Code of Conduct, ensuring it reflects the requirements of new incoming standards.
• Work with managers to evaluate the workforce and create a structured plan for reviewing skills, behaviours and professional qualifications.
• Identify upskilling requirements and liaise with Learning and Development to ensure employees are enrolled on relevant courses and development pathways.
• Develop a mechanism for customer input into the workforce professional development policy and Code of Conduct.
• Creating a plan for contractors and agency workers to be included in skills development, upskilling and behavioural monitoring arrangements.
