Job summary

Norwich City Council is seeking a Private Sector Housing and HMO Enforcement Officer to improve housing standards in the private rented sector. You will investigate complaints, conduct HHSRS inspections, and take enforcement action to ensure safe, compliant homes across the city.

You will work with tenants, landlords and local businesses, provide professional advice on statutory obligations, and manage a varied caseload within a supportive Planning and Regulatory service.

Qualifications

  • Degree in Environmental Health or another relevant professional qualification.
  • Evidence of continuing professional development (CPD) to maintain membership of the relevant professional body (e.g., CIEH).

Responsibilities

  • Investigate and resolve housing and public health complaints, ensuring safe, compliant homes across the private rented sector.
  • Carry out professional HHSRS inspections to identify hazards and drive improvements.
  • Take decisive enforcement action — from drafting statutory notices to following through on compliance.
  • Produce clear, high quality inspection records, including evidence and schedules of work.
  • Prepare and present evidence for legal proceedings, supporting landlords to comply.
  • Manage your own diverse caseload, balancing priorities in a fast moving environment.
  • Support landlord accreditation and housing improvement initiatives to raise standards.
  • Provide clear, customer focused advice to tenants, landlords and stakeholders.
  • Work collaboratively with internal teams and partner organisations for effective enforcement.
  • Stay professionally up to date through CPD, research and training.
