Job summary

The Bromsgrove District Council and Redditch Borough Council invite applications for a Private Sector Housing Officer. You will investigate housing complaints, inspect homes, and use enforcement powers to tackle poor housing conditions and landlord behaviour.

Key requirements include experience inspecting private sector housing, knowledge of HHSRS, and the ability to apply housing legislation and communicate effectively. Driving licence and vehicle access are required.

Qualifications

• Experience inspecting private sector housing or undertaking housing enforcement activities.
• Working knowledge of the Housing Health and Safety Rating System (HHSRS).
• Good understanding of housing legislation and ability to apply it proportionately.
• Excellent communication, negotiation and report-writing skills.
• Ability to manage a varied caseload and make sound, evidence-based decisions.
• Full UK driving licence and access to a vehicle for business use.

Responsibilities

• Inspect private sector housing using HHSRS and determine enforcement action.
• Investigate housing complaints and take proportionate enforcement action.
• Deliver regulatory responsibilities for HMOs, including licensing, compliance and enforcement.
• Investigate breaches of housing legislation (e.g., Housing Act 2004, MEES, eviction protections).
• Engage with owners to bring long-term empty homes back into use.
• Build positive relationships with landlords, agents, partner organisations and residents.
