Job summary

Chesterfield Borough Council is seeking a Capital Operations Manager within the Housing Property Services team to lead the delivery of the council's housing capital investment works, including kitchen and bathroom replacements, roofing, and adaptations.

You will manage a multi-disciplinary workforce, oversee budgets up to £10 million, ensure compliance and value for money, and report to senior leaders and elected members.

Qualifications

• Degree-level qualification in a relevant discipline, or equivalent senior management experience.
• Recognised management or leadership qualification such as ILM or Chartered Manager, or equivalent.

Responsibilities

• Lead the delivery of the Housing Capital Programme and its operational performance
• Oversee major improvement works including kitchen and bathroom replacements, roofing, window and door schemes, and disabled adaptations
• Manage annual capital investment budgets of up to £10 million
• Provide leadership and direction to a multi-disciplinary workforce and contracted partners
• Ensure effective programme planning, risk management and performance monitoring
• Drive value for money while maintaining quality and customer satisfaction
• Work collaboratively across Housing, Asset Management, Repairs, Compliance and Tenant Engagement
• Support procurement, contract management and commercial decision-making
• Produce performance reports and present to senior leaders, elected members and governance groups
• Lead service improvement and the modernisation of Housing Property Services
• Ensure compliance with legislation, regulations and health and safety requirements
