Job summary

Vivid Resourcing Ltd is recruiting an experienced Private Sector Housing Officer for an initial 6-month interim assignment with an Essex Local Authority. The role focuses on HMOs and unlicensed properties, including inspections and enforcing licensing breaches.

You'll carry out HHSRS assessments, prepare statutory notices, and take enforcement action when needed. Solid Local Authority experience and strong HMOs knowledge are essential, with the ability to run enforcement cases independently.

Qualifications

• Solid Local Authority experience in Private Sector Housing or Housing Enforcement.
• Experience inspecting HMOs and enforcing licensing.
• Strong understanding of the Housing Act 2004 and HHSRS.
• Confident inspecting and running enforcement cases independently.
• Experience serving notices and taking cases through enforcement where required.

Responsibilities

• Inspect HMOs and private rented properties.
• Investigate unlicensed HMOs and breaches of licensing conditions.
• Carry out HHSRS assessments and identify hazards.
• Respond to complaints about housing conditions and disrepair.
• Prepare and serve statutory notices under housing legislation.
• Take formal enforcement action against landlords and agents.
• Support HMO licensing investigations and applications.
• Gather evidence and maintain case files.
• Build cases for penalties, prosecutions and tribunals.
• Collaborate with landlords, tenants, letting agents and partners.
• Ensure properties meet Housing Act 2004 standards.
