Job summary

Park Avenue Recruitment is seeking a Private Sector Housing Enforcement Officer for a Local Authority in Essex. The role is hybrid and on a 6-month initial contract, offering £50-£55 per hour.

You will tackle poor housing, licensing breaches and landlord non-compliance, managing a varied caseload from inspection findings to formal action. You’ll investigate breaches of housing legislation, carry out compliance visits, gather evidence, prepare case files, and work with Legal Services to draft

Qualifications

• Experience in Private Sector Housing within a Local Authority.
• Strong knowledge of Housing Act 2004 and related legislation.
• Experience preparing and serving CPNs, legal documents and case files.
• Excellent written, organisational and communication skills.
• HHSRS qualification.
• Degree in Environmental Health preferred.

Responsibilities

• Investigate breaches of housing legislation and licence conditions.
• Conduct compliance visits and follow-up inspections.
• Gather evidence, prepare case files and maintain accurate records.
• Draft and serve statutory notices.
• Monitor compliance and take appropriate action where breaches persist.
• Prepare Civil Financial Penalty and prosecution cases.
• Investigate offences relating to HMOs, Selective Licensing and property management regulations.
• Work closely with Legal Services and attend court or tribunal proceedings where required.
• Liaise with landlords, tenants and partner agencies to secure positive outcomes.
