Job summary

Royal Greenwich invites applications for three HMO Anti-Social Behaviour Officers (PO1) to help make homes safer in Woolwich and across The Woolwich Centre. Help us make homes safer and neighbourhoods cleaner across Royal Greenwich.

We are looking for three HMO Anti-Social Behaviour Officers to join our Private Housing and Environmental Health Standards team. Each role is offered on an initial 18-month fixed-term contract.

This is a great chance to do work that matters. You will help improve shared homes, support residents and deal with problems that affect daily life. You will join a friendly team with a clear aim: to make sure Houses in Multiple Occupation, known as HMOs, are safe and well managed.

About the role

HMOs are an important part of the local housing market. When they are managed well, they provide safe homes for many people. When problems arise, they can affect tenants, neighbours and the wider area.

You will inspect HMOs and respond to reports from residents. You will look into issues such as noise, waste, pests, poor upkeep and the conduct of tenants. You will gather facts, assess each case and agree clear steps to put things right.

You will work with landlords and managing agents to help them meet the law and the terms of their licence. In many cases, clear advice and early action will solve the problem. If this does not work, you will take fair and lawful action to secure change.

Your work may include writing warning letters and legal notices. You may also prepare civil penalties, case files, witness statements and evidence for a court or tribunal. You will receive support from your manager and other skilled officers.

Working with others

Good teamwork is vital in this role. You will work with council teams such as Community Safety, Waste Services, Community Protection and Environmental Protection. You may also work with the Police and other partners.

You will keep residents informed and help them understand what action can be taken. You will also build firm and fair links with landlords, agents and tenants. Your calm approach will help you deal with difficult cases and reach sound results.

About you

You will have experience in housing, environmental health, law enforcement or a similar field. You will understand how to inspect, gather evidence and make fair decisions. Some knowledge of HMO licensing, housing standards, waste, pests or anti-social behaviour would be helpful.

You will be able to:

• speak and write in a clear and simple way;
• plan your own work and manage a varied caseload;
• listen to all sides and make balanced decisions;
• stay calm and professional in hard situations;
• solve problems and take action when needed; and
• work well with residents, landlords and partner teams.

You must hold a full UK driving licence and have access to a vehicle for work. A relevant enforcement qualification, or suitable experience in a regulatory role, is also needed.
