Job summary

MATCHTECH GROUP is seeking a Highways Resilience Manager for a major local authority highways contract in Cheshire. The role leads the Senior and Local Highways teams, oversees Section 58 inspections, and directs resilient and winter maintenance operations to ensure service delivery.

The post requires experience in highways, strong stakeholder engagement, excellent communication, and a solid grasp of safety regulations.

Qualifications

• Experience in highways maintenance, local highways, inspections, winter services or contingency planning.
• Experience engaging with councillors, stakeholders and the public.
• Strong knowledge of health and safety legislation and industry best practice.
• Good understanding of highway maintenance methods, technologies and operational delivery.

Responsibilities

Job description

Our client is looking for a Highways Resilience Manager to join a major local authority highways contract in Cheshire.

This permanent role is responsible for leading the delivery of local highways services, including the Senior/Local Highways team, Section 58 inspections, emergency response and winter maintenance operations.

Key Responsibilities

• Manage the Senior and Local Highways teams, ensuring councillor and customer enquiries are handled within agreed timescales.
• Lead the Section 58 inspection team, ensuring routine and ad-hoc inspections are completed in line with policy requirements.
• Oversee winter maintenance activities, including development of the Adverse Weather Plan and weather-related decision making.
• Manage emergency response services, both in and out of hours, through the Resilient Network function.
• Coordinate activities across inspections, resilience and local highways teams to ensure an effective service.

Requirements

• Experience within highways maintenance, local highways, inspections, winter services or contingency planning.
• Experience engaging with councillors, stakeholders and members of the public.
• Strong knowledge of health and safety legislation and industry best practice.
• Good understanding of highway maintenance methods, technologies and operational delivery.
• HNC in Highways or Civil Engineering desirable.
• Excellent communication and stakeholder management skills.
