Contract Length: Until October 2025

Location: Reigate, Surrey

IR35: Inside

Pay Rate to Intermediary: £55 per hour

Security Clearance: DBS

Spinwell is recruiting for a Highways and Planning Lawyer for an excellent opportunity within the public sector.

Responsibilities of the Highways and Planning Lawyer

This role involves assisting in managing a team of lawyers, providing leadership, supervision, and expert legal advice to the County Council, its members, officers, and committees.

The role contributes to the wider management of Legal Services and embodies the council’s values and behaviors.

You will manage a varied caseload, deliver innovative solutions with minimal supervision, and support the council’s aim to reduce reliance on external legal support. Advocacy may be required.

You will also support the Monitoring Officer in advising the Council on legal issues and contribute to staff training on legal matters.

Skills and Experience
  • Degree or equivalent qualification plus substantial senior management experience in a legal specialty.
  • Knowledge of change management, project management, and continuous improvement.
  • Understanding of work practices, processes, and procedures relevant to the role, including sector awareness.
  • Ability to manage budgets and resources effectively.
  • Strong communication, negotiation, and interpersonal skills, with the ability to work collaboratively.
  • Proficiency with computerised business systems.
  • Leadership ability to inspire and motivate teams.
  • Advanced problem-solving and analytical skills for strategic change.
  • Experience in leading, coaching, mentoring, and staff development.
  • Qualified solicitor, barrister, or Fellow of CILEX eligible to practice in England and Wales, with a current practicing certificate or eligibility to obtain one.
  • Experience or aptitude for advocacy.
