Job summary

North Tyneside Council is seeking a senior professional to provide visible operational leadership for the day-to-day management of the local highway network. The role involves planning and delivering reactive and planned maintenance, winter service and emergency response to keep roads safe, resilient and customer-focused.

You will lead a multi-disciplinary operational team, set clear objectives, and manage workforce planning, rostering and succession to maintain service resilience.

Job description

Provide visible operational leadership for the day-to-daymanagement of the local highway network, planning and delivering reactive and planned maintenance, winter serviceand emergency response, so the network is safe, resilient and customerfocused. Embed risk-basedasset management, robust contract administration and cost control across revenue and capital works, supporting delivery of the Council's multi-yeartransport investment programme and statutory duties under Highways and Traffic Management.

Lead a multi-disciplinary operational workforce (supervisors/operatives), setting clear objectives, ensuring wellbeing, competence, and high performance. Along with workforce planning, rostering and succession planning to maintain service resilience.

The Highway Operations Team at North Tyneside Council plays a vital role in maintaining, managing and improving the borough's highway network to ensure it is safe, accessible and efficient for residents, businesses and visitors. The team is responsible for activities such as highway maintenance, road safety, inspections, winter services, streetworks coordination, drainage and responding to highway-related emergencies. By keeping roads, footways and associated infrastructure in good condition, the team helps support economic growth, enables people to travel safely and reliably, and enhances the overall quality of life within the borough. The work also contributes to the wider objectives of the authority by improving connectivity, supporting sustainable transport, protecting public assets, and ensuring the highway network remains resilient and fit for the future.

The postholder will plan and deliver reactive and planned maintenance, inspections and defect repairs using risk-based, asset-led approaches; ensure timely response to emergencies and customer reports.Along with coordinating winter service, adverse weather and incident response, deploying resources and collaborating with partners as required.

The successful candidate will need a strong understanding of local highway operations: inspections, risk-based maintenance, winter service and emergency response. Knowledge of highways legislation/standards and street works/permit schemes; working knowledge of NEC and supplier performance management. Familiarity with asset management principles, IMS/QA, and health & safety/CDM requirements in live highway environments.
