Job summary

Coventry City Council is seeking an experienced Health & Safety Advisor to join its Occupational Health, Safety and Wellbeing Service.

You will provide professional, practical and consistent health and safety advice across allocated Council services, working with managers, HR colleagues and Trade Union representatives to identify and control risks through workplace inspections, risk assessments, audits and incident investigations.

Qualifications

• NEBOSH Diploma - certificate required.
• IOSH membership, ideally CMIOSH or equivalent.
• Experience with risk assessments, inspections, audits and investigations.
• Ability to interpret legislation and provide practical H&S advice.
• Strong communication and stakeholder engagement skills.

Responsibilities

Location: Coventry
Contract: Initially 3 months
Hours: 37 hours per week
Working Pattern: Hybrid - approximately 1-2 days on site and 1 day in the office for team meetings
Rate: £20.29 per hour

About the Role

Coventry City Council is looking for an experienced Health & Safety Advisor to join its Occupational Health, Safety and Wellbeing Service.

The successful candidate will provide professional, practical and consistent health and safety advice across allocated Council services. You will work closely with managers, employees, HR colleagues, Trade Union representatives and other professional teams to ensure health and safety risks are effectively identified, controlled and monitored.

This is a hands-on advisory role combining workplace inspections, risk assessment, auditing, incident investigation, compliance and health & safety advice.

Key Responsibilities

• Provide professional health and safety advice and guidance to managers and employees across allocated service areas.


• Undertake workplace inspections, audits and reviews of health and safety management systems.


• Identify hazards, assess risks and advise on appropriate control measures using the hierarchy of controls.


• Review risk assessments and ensure suitable control measures are implemented and monitored.


• Investigate accidents, incidents, near misses, violence and aggression and identify underlying causes and corrective actions.


• Review health and safety incident data, identify trends and recommend preventative measures.


• Advise on emergency procedures, serious and imminent danger, fire drills and evacuation arrangements.


• Provide advice on health and safety policies, procedures and management arrangements, ensuring they reflect current legislation and good practice.


• Support managers and Trade Union safety representatives with workplace health and safety inspections.


• Provide health and safety information, instruction and training to staff and managers.


• Review contractor health and safety arrangements, including tender documentation, policies and method statements.


• Provide support in relation to construction activities and duties under the Construction, Design and Management (CDM) Regulations.


• Liaise with relevant external organisations and enforcing authorities, including the Health and Safety Executive and Fire Service, where required.


• Prepare clear and concise reports, recommendations and technical information for managers and senior stakeholders.


• Contribute to health and safety projects, policy development and Council-wide initiatives.


• Work collaboratively with Occupational Health, Risk Management, Building Services, HR and other Council teams.


• Where serious or imminent risks are identified, provide appropriate professional advice and ensure immediate remedial action is considered.

About You

We are looking for a practical and confident Health & Safety professional who can build effective relationships while also being comfortable challenging unsafe practices.

You will have:

• A NEBOSH Diploma in Health & Safety or equivalent qualification.


• IOSH membership, ideally CMIOSH or working towards CMIOSH, or equivalent professional membership.


• Strong knowledge of UK health and safety legislation and its practical application.


• Experience undertaking risk assessments, inspections, audits and accident/incident investigations.


• Experience providing professional health and safety advice to managers and employees.


• The ability to interpret legislation, Approved Codes of Practice and HSE guidance.


• Strong written and verbal communication skills.


• The ability to influence, coach and challenge managers and other stakeholders professionally.


• Good analytical skills and the ability to identify trends from health and safety data.


• The ability to work independently, prioritise competing demands and manage your own workload.


• Experience working collaboratively with Trade Unions or employee representatives would be advantageous.


• Knowledge or experience of occupational hygiene, including noise, dust, air or substance exposure assessments, would be beneficial.


• Experience of contractor management and/or CDM would be advantageous.

Essential Requirements

• NEBOSH Diploma - certificate required.


• Ability to travel efficiently to different Council sites across Coventry.


• Full driving capability is required for the role.


• Confidence to advise on the cessation of unsafe work where there is an imminent risk of serious injury.


• Ability to work across a variety of workplaces, sites and Council-owned or occupied premises.


• Willingness to respond to emergency call-outs where required.


• Enhanced DBS check required.

Working Environment

This is a varied role with a mixture of home working, office-based work and visits to Council sites. You will need to be comfortable working in a range of environments, including buildings, workplaces, parks and open spaces, construction sites and operational areas.

The role offers the opportunity to work across a large local authority and make a direct contribution to improving the health, safety and wellbeing of its workforce.

Initial assignment: 3 months, with the possibility of further opportunity subject to Council requirements.
