Job Introduction

As a Health and Safety Manager, you will join a dynamic and inclusive People team dedicated to supporting and guiding on a range of Health and Safety (H&S) protocols. The IOPC is evolving its culture, perspectives, and ethos to support its core outcomes. This role offers an opportunity to develop your mindset and approaches to contribute to improving the police complaints system in England and Wales.

The primary purpose of this role is to provide detailed advice and guidance to the H&S Forum and People Impact and Workforce Planning Assurance Board, working with staff to oversee the implementation of health and safety legislative and best practice requirements across the organization. You will also line manage and support the Health and Safety Advisor. Responsibilities include maintaining the health and safety management system, preparing training materials, delivering staff training, and implementing the Annual Plan and H&S Communication Strategy.

The IOPC has offices in Cardiff, Croydon, Birmingham, London, Sale, Wakefield, and Warrington. This role, part of the People Directorate, involves collaborative work with stakeholders including Estates/FM staff, Operations staff, Committee members, and other personnel across sites. Occasional travel may be required to build relationships.

Main Responsibilities

  1. Provide specialist advice to the Director General and Senior Management team on relevant legislation and the implementation of the IOPC's Health and Safety policies, annual plan, and communication strategy.
  2. Support staff on health & safety issues.
  3. Develop systems to manage and report health & safety performance, enabling senior managers to oversee safety effectively.
  4. Act as the competent Fire Safety Manager under the Regulatory Reform (Fire Safety) Order, 2005.
  5. Develop and implement health and safety policies, documents, and guidance to ensure legal compliance.
  6. Support monitoring and auditing of health and safety management within the IOPC.
  7. Monitor incident reports, investigate accidents and near misses, and recommend corrective actions.
  8. Liaise with enforcement authorities and trade unions on health & safety matters.
  9. Ensure comprehensive training programs and support for health and safety across the organization.
  10. Draft reports for various committees and boards, including quarterly and annual health and safety reports.
  11. Attend relevant committees as an advisor and act as officer at the H&S Executive Forum.
  12. Conduct monitoring, auditing, and performance measurement to ensure robust health and safety management.
  13. Ensure policies and procedures comply with legal requirements and best practices.
  14. Advise on emerging issues and legislative changes affecting the IOPC.
  15. Act as the main contact with health & safety enforcement agencies and handle statutory reporting.
  16. Assess health and safety implications of capital and refurbishment projects, including compliance with CDM 2015.
  17. Ensure regional offices meet statutory and regulatory standards.
  18. Undertake health & safety audits and improve management systems continually.
  19. Monitor departmental risk registers and update risk assessments.
  20. Maintain fleet management systems, risk assessments, and safety applications.
  21. Plan and execute engagement events for health and safety awareness.
  22. Engage with staff networks and develop Toolbox Talks.
  23. Maintain health & safety information on the intranet.
  24. Coordinate with legal teams on liability claims.
  25. Maintain professional CPD to ensure competence.
  26. Ensure risk assessments for various scenarios are up-to-date.
  27. Support occupational hygiene monitoring when needed.
  28. Work with communications to promote health and safety messages and campaigns.
  29. Undertake health assessments and support reasonable adjustments.
  30. Support line management of the Health and Safety Advisor.
  31. Assist procurement with health and safety contracts and supplier sourcing.

NB: This post will require:

  • Some out-of-hours work
  • Travel between offices

The Ideal Candidate

ESSENTIAL EXPERIENCE

  • Delivering health and safety advisory and assurance at a tactical level
  • Experience with health and safety management systems in the UK
  • Dealing effectively with staff at all levels, internally and externally
  • Communicating effectively across a broad audience
  • Delivering tailored training and developing training materials
  • Managing health and safety in large, multidisciplinary, multi-site organizations
  • Leading health and safety audits
  • Developing and implementing reporting systems
  • Project management skills
  • Drafting policies and strategies

ESSENTIAL TECHNICAL QUALIFICATIONS

  • NEBOSH Diploma or equivalent
  • Grad IOSH or higher
  • Fire Safety qualification or equivalent experience
  • Lead H&S auditor qualification or auditing experience in a large organization
  • Excellent written and presentation skills

DESIRABLE TECHNICAL SKILLS

  • Train the trainer qualification
  • Line management experience
  • Postgraduate Certificate in Occupational Health & Safety Management
  • Chartered IOSH membership

This role requires BPSS clearance

National security vetting: clearance levels - GOV.UK
