Delivery of effective and lasting transformation of health and social care services is central to the vision of Glasgow City Health and Social Care Partnership (GCHSCP). Transformation involves significant changes in how services are planned and delivered in partnership with service users, demonstrating a commitment to the HSCP's values. Integration aims to ensure that those who use health and social care services receive the right care, support, at the right time, in the right setting, throughout their care journey. Glasgow City HSCP manages an annual budget of £1.6bn and seeks to appoint a dynamic Head of Service (Finance), temporary for up to 12 months.

This key role reports directly to the Assistant Chief Officer (Finance) and is the senior professional advisor on all Finance matters, overseeing the delivery and management of the Finance function within Glasgow City HSCP, including the preparation of annual estimates and accounts.

The postholder will work closely with the Director of Finance for NHS Greater Glasgow and Clyde and the Director of Finance for Glasgow City Council to support financial reporting and planning for both organizations.

The ideal candidate will have a successful track record at a senior management level in a Finance leadership role within a similarly scaled and complex organization, whether in NHS or Local Government.

Applicants must demonstrate extensive knowledge in Finance management, strategy, policy development, service improvement, sustainability, and financial planning, with a proven ability in collaborative work that produces results in dynamic, participative environments. A degree or equivalent qualification, along with Chartered Membership of CCAB, CIMA, or an overseas equivalent, is essential.

Effective engagement with a broad range of clinical and non-clinical stakeholders is crucial, as is a history of developing innovative strategies that lead to organizational change and new ways of working. The candidate should be a strategic thinker with high integrity, excellent judgment, strong negotiation skills, and the ability to operate effectively in politically sensitive environments.

This is an integrated position within the Glasgow Health and Social Care Partnership. The successful applicant will be appointed under the terms of either Glasgow City Council or NHS Greater Glasgow & Clyde, depending on current employment. Non-employees may choose to be appointed under either organization’s terms and conditions.
