Role: Head of Service (Finance)
Location: Commonwealth House, 32 Albion Street, G1 1JH
Contract Status: Temporary up to 12 months
GCC Salary and Hours: Grade 10 LDR2b, £80,390 - £93,276, 35 hours per week
NHS Salary and Hours: Grade Band 8C, £83,837 - £89,866, 37 hours per week

Delivery of effective and lasting transformation of health and social care services is central to the vision of Glasgow City Health and Social Care Partnership (GCHSCP). Transformation involves significant changes in how services are planned and delivered, emphasizing partnership with service users and demonstrating commitment to the partnership's values. At its core, integration ensures that those who use health and social care services receive the right care and support, at the right time and setting, throughout their care journey. Glasgow City HSCP manages an annual budget of £1.6bn and seeks to appoint a dynamic Head of Service (Finance) to the Senior Management Team, initially for up to 6 months.

This key role reports directly to the Assistant Chief Officer (Finance) and serves as the senior professional advisor on all finance matters, overseeing the delivery and management of the finance function within Glasgow City HSCP, including the preparation of annual estimates and accounts.

The postholder will collaborate closely with the Directors of Finance for NHS Greater Glasgow and Clyde and Glasgow City Council to support financial reporting and planning for both organizations.

The ideal candidate will have a successful track record at senior management level in finance leadership within organizations of similar scale and complexity, such as NHS or local government sectors.

Applicants must demonstrate extensive expertise in finance management, strategy, policy development, service improvement, sustainability, and financial planning, with a proven ability to foster collaborative working in dynamic, participative environments. A degree or equivalent qualification, along with Chartered Membership of CCAB, CIMA, or an overseas equivalent, is essential.

Effective engagement with a broad range of stakeholders, including clinical and non-clinical, is crucial. The candidate should have a history of developing innovative strategies that lead to organizational change and new working methods. Strategic thinking, integrity, sound judgment, negotiation skills, and the ability to operate effectively in politically sensitive environments are also required.

This position is part of the Glasgow Health and Social Care Partnership. The successful applicant, if employed by the Partnership, will be appointed under the terms of either Glasgow City Council or NHS Greater Glasgow & Clyde, depending on current employment. Non-employees may choose to be appointed under either organization’s terms.
