Job Description

Location: Birmingham

Salary: £67,450 to c.£84,350 per annum, depending on skills and experience. Includes a flexible benefits fund of 20%, fully pensionable, and other competitive benefits available on our website.

As a Head of Land Assembly, you will lead strategy and operations to secure and implement land powers, including access, referencing, and compulsory purchase processes to support HS2 projects.

About The Role
  • Promote and embed Equality, Diversity, and Inclusion (EDI) in all work activities.
  • Lead and develop the land assembly function, including policies, strategy, governance, and processes for compulsory purchase notices, land use, survey, and land handback.
  • Manage the preparation and service of compulsory purchase notices, ensuring compliance with approvals from DfT and other authorities.
  • Oversee land entry processes before and after Royal Assent, including statutory orders and Acts.
  • Manage budgets, performance, and reporting of suppliers across all project phases.
  • Coordinate the preparation of land and property deliverables for legislative processes, ensuring adherence to parliamentary standards.
  • Provide expert advice on compulsory purchase, land referencing, and assembly, acting as a subject matter expert and establishing a 'centre of excellence.'
  • Maintain a register of notices and ensure information accessibility across HS2.
  • Ensure proper exercise of powers and compliance with undertakings and assurances, reporting to DfT and the Land Advisor.
  • Procure and manage land referencing frameworks and contracts, acting as Lead Client.
  • Manage multiple suppliers to ensure quality, cost, and time targets are met.
  • Coordinate interfaces among engineering, environmental, and land disciplines to ensure consistency and accuracy.
  • Lead on managing land ownership information and supporting decision-making processes.
About You
Skills
  • Ability to influence at senior levels and deliver complex projects on time.
  • Strong programme management, leadership, stakeholder, and contract management skills.
  • Financial acumen and experience managing external suppliers.
  • Excellent communication, analytical, and IT system development skills.
Knowledge
  • In-depth understanding of compulsory purchase legislation and processes.
  • Knowledge of land interests, registration, and acquisition processes.
  • Understanding of GDPR, EIR, FOI procedures.
Experience
  • Extensive senior management experience in implementing compulsory purchase powers, including legislative processes.
  • Programme management and digital mapping expertise.
  • Leadership experience in managing teams and developing talent.
