Job description

Title: Head of Highways Management and Maintenance

Rate: £600 per day

Type: Temporary - 3-6 months

Location: Cambridgeshire

Opus People Solutions is recruiting an interim Head of Highways Management and Maintenance to support the achievement of the directorate's core aim: to improve transport and connectivity across the county for all communities, protect and enhance the environment, deliver sustainable and inclusive economic development, and maintain a resident-focused delivery of effective front-line services.

As the Head of Highways Maintenance, reporting to the Service Director: Infrastructure and Project Delivery, you will act as the senior professional leader providing operational leadership, development, and management for professional services within your remit, ensuring the highest quality services are delivered within available resources.

The role will be fully responsible and accountable for the delivery of all Highways Maintenance services, including:

• Carriageways, Footways, and Cycleways
• Green Infrastructure
• Drainage and Resilience
• Structures
• Customer Engagement for Highways

Responsibilities:

• Develop strategic objectives and outcomes for responsible services within the Place and Sustainability directorate, aligning with organizational strategy, best practices, and legislative requirements. Share this vision through strong leadership within the service.
• Provide expert knowledge in your professional area, including policy, best practices, and law, ensuring policies, processes, and approaches are documented, current, and result in positive outcomes for communities.
• Offer senior operational management to all teams within your responsibility. Be accountable for activities across service areas, ensuring effective oversight, workload planning, and timely delivery within capacity and compliance with policies and procedures.
• Lead resource deployment effectively, ensuring managers operate in accordance with legislation, regulations, and compliance standards, providing good outcomes for communities.
• Develop management information systems that enable oversight of service activity and performance.
• Establish performance metrics and benchmarks to evaluate service impact, adapting strategies to achieve successful community outcomes.
• Collaborate with partners, contractors, and suppliers to ensure contracts, projects, and joint ventures meet performance, value, and compliance standards.
