Qualifications

About The Role

As the Head of Health and Safety at City of Portsmouth College (COPC) you will be ensuring that the arrangements onsite serve to adequately protect people and the environment whilst meeting legislative obligations and departmental requirements.

You will continually develop and strengthen the site Safety & Environmental Management Systems whilst leading, motivating and managing relevant staff with H&S responsibilities.

You will provide timely, professional, and effective safety advice and assurance on all site activities and initiatives to COPC staff members as required, including but not limited to material(s) storage, processing, vehicle and plant movements, risk assessment and COSHH.

You will be located at the Highbury campus however, this role will involve travel to other locations across the city including North Harbour, Sixth Form and Arundel campuses. Therefore, a full, clean UK driving licence is required.

Key Responsibilities

  • Lead the Occupational Health Safety and Environment (OSHE) department, fostering a strong safety culture and continuous improvement across the portfolio.
  • Provide safety assurance and advice to senior management, enabling delegated safety responsibilities to be upheld.
  • Manage and ensure that the highest standards of Health and Safety are always maintained.
  • Creation, implementation, reviewing and management of health and safety related policies and procedures.
  • Assist when required in the creation, reviewing and approving of risk assessments, method statements and COSHH assessments.
  • Manage the incident / accident reporting procedure and conduct H&S investigations where required. Submit RIDDOR reports, as necessary.
  • Undertake site inspections, identifying areas for improvement and reporting on the findings.
  • Facilitate / undertake H&S audits, internal and external.
  • Assessing and managing safety hazards, including completion of appropriate H&S documentation including a termly board report.
  • Maintain the college legal compliance register and other H&S software platforms.
  • Review contractors RAMS as per the college control of contractors’ procedure.
  • Conduct H&S training, toolbox talks, inductions where required.
  • Develop and implement best practice to improve performance.
  • Attend and chair H&S management review meetings, H&S committee meetings and other H&S related meetings as required.
  • Work collaboratively with external and internal stakeholders to ensure smooth running of health and safety at all sites, taking appropriate action to address issues or concerns in a timely manner.

To be successful in this role, below is what we would need from you:

  • Currently based within commuting distance.
  • Proven, experience within a mid / senior H&S role and ideally within a large multi-sited organisation.
  • NEBOSH Diploma in Occupational Health and Safety (or equivalent).
  • NEBOSH Construction Certificate (UK)
  • NEBOSH National Certificate in Fire Safety and Risk Management (or equivalent / fire safety experience).
  • ISO 45001 auditing qualification (or appropriate understanding and experience of).
  • Environmental management experience.
  • Full, clean UK driving licence.
  • Excellent organisational and time management skills.
  • Excellent IT skills and experience in Microsoft Office / 365, including word, excel, outlook, PowerPoint, teams, etc.
  • Ability to communicate confidently with people at all levels.
  • Initiative-taking and able to work under pressure to maintain deadlines.
  • Articulate in written and oral English communication.
