Job summary

bpha is seeking a Head of Development Delivery in Bedford to lead the delivery of affordable housing across its portfolio. The role requires steering a skilled team, ensuring projects are delivered on time, within budget, and to high quality standards, while maintaining strong partner relations.

Hybrid working in a dynamic housing association environment offers strategic oversight of performance, risk management and governance, with the aim of sustainable community impact and growth.

Qualifications

• Experience delivering affordable housing developments within Housing Associations, Registered Providers or similar affordable housing environments.
• Experience leading development teams and mentoring project professionals.
• Strong understanding of the development process from construction through handover.
• Excellent communication, influencing and stakeholder management skills.
• Experience overseeing multiple development projects or programmes.

Responsibilities

• Lead, inspire and develop the Development Delivery and Aftercare teams, fostering a high-performing, customer-focused culture.
• Oversee the successful delivery of affordable housing developments, ensuring schemes are delivered safely, on time, within budget and to agreed quality standards.
• Build and maintain effective relationships with Homes England, local authorities, contractors, consultants and other key partners.
• Provide strategic oversight of programme performance, risk management and governance across the development portfolio.
• Lead contract management and ensure delivery partners achieve strong performance, compliance and value for money.
• Monitor budgets, forecasts and development performance in collaboration with internal stakeholders.
• Ensure compliance with CDM regulations, health and safety requirements and Homes England funding obligations.
• Champion a culture of continuous improvement, using customer feedback and lessons learned to enhance services and outcomes.

• Work closely with internal stakeholders to monitor budgets, forecasts and development performance.
• Ensure compliance with CDM regulations, health and safety requirements and Homes England funding obligations.
• Champion a culture of continuous improvement, ensuring customer feedback, complaints and lessons learned are used as opportunities to improve services, enhance the quality of our homes and deliver better outcomes for customers.

What We're Looking For

• Experience delivering affordable housing developments within a Housing Association, Registered Provider or similar affordable housing environment.
• Experience leading, managing or mentoring project teams and development professionals.
• Strong understanding of the development process, from construction through to completion and handover.
• Experience using financial appraisal software such as SDS ProVal.
• Experience managing relationships with contractors, consultants and external stakeholders.
• Commercial awareness, with experience of managing budgets, programme performance and project risk.
• Knowledge of Homes England funding requirements and compliance obligations.
• Understanding of CDM Regulations and construction health and safety requirements.
• Excellent communication, influencing and stakeholder management skills.
• Experience overseeing multiple development projects or programmes.
• Experience presenting reports and recommendations to senior stakeholders.
• Professional qualification or membership of RICS, CIOB, RTPI, RIBA or a related professional body.
• Experience delivering mixed-tenure development programmes.
