Job summary

Deltra Group seeks a senior professional to lead Capital Programme Assurance in Hampshire, shaping governance and assurance across major capital investments. You will drive strategic direction, oversee investment cases and ensure value and risk are rigorously managed.

You will partner with finance, IT, engineering and external partners to optimise delivery, while championing compliance and safety across capital programmes, reporting to executive stakeholders.

Qualifications

• Extensive experience leading asset investment planning functions.
• Proven delivery of capital assurance programmes within client organisations such as water/infrastructure.
• Experience in leading multidisciplinary, technically complex programmes or PMOs.
• Expert knowledge of programme lifecycle management including risk, benefits, value and performance.
• Understanding of whole-life asset management and able to support value-based outcomes.

Head of Capital Programme Assurance

About the opportunity

We are supporting a leading UK water and infrastructure organisation with the appointment of a Head of Capital Programme Assurance. This is a senior opportunity to strengthen the asset investment planning, assurance performance of a major capital investment programme, helping ensure investment decisions deliver value, manage risk and support resilient services for the future.

The role

You will provide strategic and commercial assurance across core capital programmes, establishing clear governance, effective performance measures and a consistent programme review cycle. Working with senior stakeholders and multidisciplinary delivery teams, you will bring strategic, financial and commercial rigour to investment cases and tactical planning, while encouraging a practical, collaborative approach to delivery.

Key responsibilities

• Shape the strategic and tactical direction of the Capital Programme Assurance team, building capability and fostering collaboration, innovation and continuous improvement.
• Lead the capital programme authorisation process and oversee key capital delivery systems, assurance frameworks and gated reviews.
• Strengthen programme governance, risk management, cost estimation, progress reviews and the tracking of decisions and actions.
• Oversee the development of robust investment cases and tactical plans, ensuring they are supported by reliable data and deliver clear benefits and risk reduction.
• Improve programme performance reporting, data quality and insight, and establish consistent measures with delivery partners.
• Help optimise investment and delivery choices by considering asset interdependencies, whole-life value, market conditions, contract routes and risk allocation.
• Work closely with finance, IT, engineering and external delivery partners to support effective programme solutions and high-quality service provision.
• Champion legislative compliance, quality, health, safety and wellbeing across capital programmes.
• Lead and support teams through change, promote inclusion, and build effective relationships with stakeholders and business partners.

About you

• Extensive experience of leading an asset investment planning function
• You have proven experience delivering capital assurance programmes within a client organisation, such as a utility, water, infrastructure or asset-intensive business.
• You have held a capital programme leadership role or managed a multidisciplinary, technically complex programme or project management office.
• You bring expert knowledge of programme and project management across the lifecycle, including risk, benefits, value and performance management.
• You understand whole-life asset management and can use sound commercial judgement to support business plans and value-based outcomes.
• You are confident analysing data and presenting complex management information clearly to executive stakeholders and delivery teams.
• You have experience in budget formulation, cost control and financial reporting.
• You hold an engineering or other relevant degree, chartered membership of a relevant professional institution, and a project or programme management qualification or equivalent.

Experience with Copperleaf analytical and decision-support software would be an advantage.
