Job summary

You will shape long-term investment strategy, lead major works, and ensure data-driven decisions with robust financial analysis and asset information. Strong leadership and governance across programmes are essential.

Job description

We are recruiting for an experienced and commercially minded Head of Assets to provide strategic leadership across our asset management function and ensure that the property portfolio is managed effectively, sustainably and in line with organisational priorities.

This is a senior leadership role with responsibility for both the strategic direction and operational delivery of asset management, including the development and implementation of comprehensive Asset Management Plans, investment programmes, planned works and major works.

You will play a key role in shaping the long-term investment strategy for our assets, ensuring that investment decisions are informed by robust data, asset intelligence, stock condition information, financial analysis and organisational objectives. You will also provide strong leadership and oversight of the delivery of programmes, ensuring that investment translates into high-quality outcomes for residents, customers and stakeholders.

Key responsibilities

Strategic asset management

• Lead the development, implementation and continuous review of the organisation's Asset Management Strategy and Asset Management Plans.

• Establish clear investment priorities based on stock condition, asset performance, risk, compliance, sustainability, customer needs and financial considerations.

• Develop long-term investment and asset management plans that support organisational objectives and provide value for money.

• Use data, intelligence and performance information to inform strategic decision‑making and investment priorities.

• Lead the development of approaches to asset performance, viability, regeneration, disposal and potential new investment.

• Ensure asset management activity is aligned with wider corporate, financial, housing and development strategies.

Investment and capital programmes

• Lead the development and management of the organisation’s planned investment, major works and capital programmes.

• Oversee the effective delivery of investment programmes, ensuring they are appropriately scoped, prioritised, procured and delivered.

• Ensure programmes are delivered within approved budgets, timescales and quality standards.

• Provide strategic oversight of major works projects and ensure effective governance of significant investment decisions.

• Develop robust business cases and investment proposals for capital expenditure.

• Ensure appropriate monitoring, reporting and assurance arrangements are in place across all investment programmes.

• Work closely with finance, procurement, development, housing and other corporate teams to maximise the value and impact of investment.

Operational asset management

• Provide effective leadership of the day-to-day asset management function, ensuring services are customer‑focused, efficient and responsive.

• Ensure effective management of planned and major works, including programme performance, contractor management, quality assurance and resident engagement.

• Maintain effective systems for stock condition, asset information and investment planning.

• Ensure asset management activities support compliance with statutory, regulatory, health and safety and building requirements.

• Identify opportunities to improve the efficiency, quality and value for money of asset management services.

• Establish and monitor appropriate performance indicators, ensuring delivery against agreed targets and outcomes.

Leadership and governance

• Lead, motivate and develop a high‑performing asset management and investment team.

• Provide expert professional advice to senior leaders, executive management and relevant governance boards.

• Prepare high‑quality reports, investment proposals and recommendations for senior decision‑making.

• Develop effective relationships with residents, customers, contractors, consultants, partners and internal stakeholders.

• Ensure effective risk management, governance and assurance across the asset management function.

• Promote a culture of continuous improvement, accountability, collaboration and excellent customer service.

About you

We are looking for a strategic thinker who can combine strong asset management expertise with effective operational leadership and commercial awareness.

You will have significant experience of leading asset management and investment functions, ideally within a complex property, housing, public sector or similarly regulated environment. You will understand the full asset management lifecycle, from stock condition and investment planning through to programme delivery, major works and asset performance.

A relevant professional qualification, such as RICS, CIH or an equivalent property, asset management or construction‑related qualification, would be desirable.
