Job summary

Colchester City Council, in partnership with the North Essex Parking Partnership, is recruiting three Civil Enforcement Officers to patrol parking areas in Harlow and surrounding districts.

The role involves enforcing the Traffic Management Act 2004, issuing PCNs, recording evidence, and engaging with the public to keep roads safe and accessible.

We offer a full-time temporary contract with day shifts on a rota, based at Latton Bush, Harlow, with potential extension.

Qualifications

• Civil Enforcement qualification.
• Experience in civil enforcement roles.
• Full UK manual driving licence.

Responsibilities

• Patrol designated on-street and off-street parking locations and enforce regulations.
• Gather and record evidence (photos, notes) to support actions.
• Issue Penalty Charge Notices (PCNs) using handheld devices.
• Educate motorists and the public on parking rules and restrictions.
• Respond to enquiries and complaints in a professional manner.
• Liaise with local authorities, Police, PCSOs and partner agencies.
• Attend hearings or court proceedings when required.
