Job summary

Essex County Council is recruiting Civil Enforcement Officers to enforce parking regulations, patrol streets and car parks, and engage with residents and visitors to keep roads safe and accessible.

You will operate across the North Essex Parking Partnership area from Harlow and surrounding districts, using handheld devices to issue PCNs while upholding professional standards and public‑facing responsibilities.

Qualifications

• Civil Enforcement qualification required.
• Experience in civil enforcement.
• Full UK manual driving licence.
• Strong written and verbal communication.
• Ability to work independently in public-facing role.

Responsibilities

• patrol designated on-street and off-street parking locations across the North Essex Parking Partnership area.
• Enforce parking restrictions in line with the Traffic Management Act 2004, local Parking Orders and procedures.
• Issue Penalty Charge Notices (PCNs) using handheld devices and record evidence.
• Gather and record photographs and notes to support enforcement actions.
• Educate motorists and the public on parking regulations.
• Work with local authorities, Police, PCSOs and partner agencies as required.
• Identify and report defective road markings, signs and issues impacting enforcement.
• Attend adjudication hearings or court proceedings when required.
