Job summary

HS2 is seeking a Fraud Risk Governance & Assurance Manager (Inside IR35) for a 6-month hybrid contract in London or Birmingham. The role leads FRA, develops counter fraud strategies, and reports to senior leadership within the CFO Directorate.

It requires extensive FRA management, regulatory knowledge, and strong stakeholder engagement across HS2 and its supply chain. The position focuses on governance, policies, and training delivery to enhance anti-fraud controls across one of the UK's largest

Qualifications

• Significant experience managing Fraud Risk Assessment (FRA) programmes across enterprise-level scopes.
• Knowledge of Government Functional Standard 013 and governance requirements in fraud risk management.
• Strong stakeholder management skills with ability to influence across complex organisations and supply chains.

Responsibilities

• Lead the management and continuous improvement of the FRA programme across HS2.
• Conduct fraud measurement exercises and analyse emerging fraud risks.
• Develop and update Counter Fraud Strategies from FRA findings and assurance activities.
• Partner with the Proactive Fraud Manager to integrate data-led insights into risk assessments and controls.
• Engage with risk leads across the HS2 supply chain to mitigate fraud risks.
• Ensure compliance with Government Functional Standard 013 and governance requirements.
• Develop, maintain, and review fraud-related policies (Gifts & Hospitality, Whistleblowing).
• Produce high-quality reports for senior leadership, boards, and committees.
