Job summary

Stevenage Borough Council is seeking a Building & Fire Safety Manager to lead strategic and operational safety across our housing stock. About the role

As Building & Fire Safety Manager, you will play a key role in ensuring the safety of Stevenage Borough Council’s housing stock and residents. You will provide strategic and operational leadership across building and fire safety, ensuring effective arrangements are in place to identify, manage and reduce risk across our buildings.

You will work closely with colleagues across the Council, residents, contractors, consultants, the Fire and Rescue Service and the Building Safety Regulator to ensure that building and fire safety requirements are understood, embedded and effectively delivered. You will oversee inspections, assurance activity, Building Safety Cases, compliance programmes and remedial works, providing expert advice and challenge where required.

A key part of the role will be maintaining the information and systems that underpin effective building safety management. You will oversee the Council’s Golden Thread of building safety information, ensuring that information is accurate, accessible and maintained throughout the building lifecycle. You will also have responsibility for key Building Safety Regulator requirements, including Mandatory Occurrence Reporting, change control and appropriate permit-to-work and control-of-work arrangements.

You will lead on the day-to-day management and assurance of building safety risks, ensuring that safety-critical information, decisions, incidents, inspections and works are appropriately recorded and used to inform ongoing risk management and Building Safety Cases. You will work collaboratively across the organisation to ensure that building safety is considered in projects, maintenance, compliance and service delivery.

The role offers an opportunity to shape and continually improve the Council’s approach to building and fire safety, ensuring our processes, systems and services remain effective, proportionate and aligned with the regulatory environment. You will lead a small team of specialist officers and help develop a strong, proactive culture of building safety across the organisation.

This is a varied and influential role, combining technical expertise, leadership, risk management, information management and stakeholder engagement, with a clear focus on maintaining safe buildings and delivering positive outcomes for residents.

About you

The successful candidate will be joining the Council at an exciting time as we continue to strengthen and develop our approach to building and fire safety across our housing stock. With three new building and fire safety contracts recently launched there is a great opportunity for the right person to bring their experience, help shape the service and put their own stamp on how we deliver building safety.

You will be joining a committed and knowledgeable team and will have the opportunity to work across a varied housing portfolio, influence service development and make a real difference to the safety and wellbeing of our residents.

You will bring:

• Strong knowledge and experience of building and fire safety, particularly within complex, high-rise or higher-risk residential buildings.
• A good understanding of the Building Safety Act 2022, Building Safety Regulator requirements, Regulatory Reform (Fire Safety) Order 2005 and wider building safety legislation and guidance.
• Experience of managing building safety risk, compliance programmes, contractors and complex works.
• Strong leadership, communication and stakeholder management skills, with the ability to engage effectively with residents, colleagues, contractors and regulators.
• A practical, risk-based approach and the ability to provide clear professional advice and make sound decisions in a complex regulatory environment.
