As a Finance Officer, you’ll support colleagues, clients, and their representatives in the Right to Buy Scheme, including pre-sale and post-sale services.

We are seeking to appoint a Finance Officer who can supervise a team providing a comprehensive Council House Sales Scheme, advising customers exercising their Right to Buy, and liaising with stakeholders to ensure legislation compliance.

The main goal is to ensure the Council complies with statutory requirements related to Right to Buy applications.

About you

As a Finance Officer, you will:

  • Have strong customer focus and supervisory skills for the Right to Buy service, including conducting regular 1-2-1 meetings.
  • Be committed to legislative compliance for the Right to Buy service.
  • Possess good knowledge of Home Ownership legislation and the ability to advise colleagues and clients on legislative changes.
  • Have excellent attention to detail to plan, assign, and evaluate team work to meet service objectives.
  • Be able to respond effectively to tenants and their representatives regarding Home Ownership inquiries.
About the role

You will work in a dynamic environment, contributing to continuous improvement within our Income Management team. The role requires excellent communication skills and a passion for supporting colleagues and customers.

You will supervise a team delivering a comprehensive Council House Sales Service, assisting with Leasehold Management where necessary.

A strong customer focus and the ability to manage workloads independently are essential.

Responsibilities: C1
  • Supervise the Right to Buy service provision.
  • Ensure legislative compliance.
  • Provide training and support to the team.
  • Plan, assign, and evaluate work to meet objectives.
  • Conduct regular 1-2-1 meetings.
  • Assist in producing management information.
  • Respond to inquiries from tenants and their representatives.
  • Conduct face-to-face meetings regarding applications.
  • Manage telephone payments and Direct Debits.
  • Assist Leasehold Management Service as required.
  • Understand relevant Home Ownership legislation.
  • Advise colleagues and clients on legislative changes.
  • Undertake other duties as appropriate.
Additional Responsibilities: C3
  • Review and update IT systems.
  • Maintain accurate data recording.
  • Work with the Assistant Finance Manager to meet team objectives.
  • Conduct regular 1-2-1s and appraisals.
  • Handle complaints regarding Right to Buy processes.
  • Stay updated on legislative changes.
  • Update public documents accordingly.
  • Ensure procedure notes are current.
  • Perform other duties as necessary.
Personal Specification - Essential Requirements

Must demonstrate:

  • Supervisory skills and team development ability.
  • Knowledge of relevant legislation and developments.
  • Effective communication skills, including face-to-face interaction.
  • IT proficiency with standard office applications.
  • GCSEs in Math and English or equivalent.
Desirable Requirements

Preferred but not essential:

  • Understanding of Orchard Housing Management System.
  • Knowledge of legislation related to Right to Buy and Leasehold Management.
  • Experience in finance, property, or housing sectors.
  • Strong communication skills and numeracy.
