Responsibilities
- Manage day-to-day operations for a team of up to 6 FTE.
- Ensure revenue and capital accounting entries underpinning the Statement of Accounts are produced timely, accurate, and compliant with legislative requirements and professional standards.
- Produce the Statement of Accounts, Group Accounts, and other statutory returns.
- Lead on financial advice and statutory returns related to taxation and VAT.
- Support and coordinate the development of the capital strategy as part of the medium-term financial plan, establishing policies across the nominated Council(s).
- Prepare high-level capital monitoring reports according to the timetable set by the Head of Strategy, Treasury, and Pensions.
- Collaborate with the Finance Manager, Treasury & Pensions, to develop a Treasury Strategy aligned with the Council's capital spending plans and cashflow forecasts.
- Deliver specialist accounting services with a broad understanding of accounting requirements and practical knowledge.
- Develop the Capital Strategy in consultation with the Finance Manager Strategy.
- Work with the Finance Manager Strategy to ensure procedures and systems for recording and monitoring capital expenditure are effective.
- Formulate and present financing options for capital expenditure to optimize resource use.
- Calculate depreciation, impairment, and other capital charges.
- Manage the corporate grants register, ensuring accurate records that meet statutory and monitoring requirements.
- Monitor spending on grants and prepare grant claims as needed.
Requirements
- In-depth knowledge of accounting requirements related to capital and revenue expenditure and their impact on the authority's finances.
- Experience in accounting and budgeting, with a solid understanding of local government finance, accounting standards, statutory requirements, and professional codes.
- Understanding of major issues facing local government, including national policy context and future directions.
- Excellent interpersonal, communication, and presentation skills, capable of engaging diverse audiences within the organization.
- Proven experience in producing year-end accounts.
- Experience attending Member Committees and other governance meetings.
- Experience with financial appraisals, modeling, and developing business cases.
- Staff management experience, including team leadership and development.
- Experience in delivering change management programs.
