THE ROLE

BBC Commercial has an ambitious growth plan to double cash flow and grow our Content Studio in the next five years. This commercial transformation will only be achieved if it is underpinned by robust processes and procedures, a solid control environment, and efficient and reliable financial reporting.



As part the BBC Group’s response to the revised version of the UK Corporate Governance Code, we are recruiting for an experienced finance manager (‘FM’) to support and drive the implementation of an effective Internal Controls over Financial Reporting (ICFR) framework.



The ICFR FM will support the implementation of the BBC ICFR framework and understanding of Financial Reporting risk across the organisation whilst ensuring that the high governance standards of the Group are met at a Commercial level.

Key responsibilities and accountabilities

  • This role will support the implementation of a new ICFR framework for BBC Commercial, alongside the BBC process and framework, which will include helping shape the framework and driving its adoption.
  • Lead process workshops to create robust documentation of in-scope Financial Statement Lines (FSLIs). Gain understanding of processes, risks and controls to enable appropriate challenge of process and control owners. This activity will include preparation of new end to end process flowcharts, narratives and documentation of financial reporting risks and controls including IT controls.
  • Lead thorough walkthroughs and control design effectiveness testing. Evidence understanding of FSLIs from initiation of transaction through to the General Ledger.
  • Support on Operational Effectiveness testing – support the design of appropriate test plans and evidence testing in line with audit principles.
  • Support the remediation of control deficiencies through SME support for control owners and ensure Expected Minimum Controls (‘EMCs’) are effectively addressing key BBC Commercial risks.
  • Support ICFR reporting – ensure reporting is accurate for all relevant forums and committees.
  • Lead on the preparation of the annual ICFR scoping. This involves determining which processes accounts and IT systems are within the scope of ICFR compliance requirements.
  • Raise awareness of the ICFR, including the requirements for each of the components of the framework, and identification of areas in need of improvement and propose mitigation measures.
  • Support the annual ICFR attestation/certification process happening at a BBC Group level (BBC Commercial will not have its own separate attestation).
  • Where necessary, provide expert guidance and support to the BBCS Finance on the implementation and assessment of ICFR, ensure that all internal controls are performed adequately, and with appropriate support from key Finance and Business stakeholders.
  • Provide ICFR subject matter expertise on finance projects and in response to ad-hoc requests from finance and operations teams.
  • Lead ICFR training workshops for all key stakeholders.
  • Support and liaise with BBC ICFR team throughout the process and ensure BBC Commercial are on track with major milestones across the Group.
  • This role would report to a recently created BBCS ICFR HoF role who will lead the work.
  • The role will interact closely with the BBC Commercial Finance Leadership Team FLT and BBC Group ICFR team.
WHAT DOES IT TAKE?

ESSENTIAL CRITERIA:

  • A fully qualified Accountant (e.g., ACCA, ACA, CIMA, or equivalent qualification).
  • 5+ years relevant ICFR/SOX or Audit experience. This includes someone with demonstrable evidence of developing, implementing and monitoring financial controls, presenting financial information and policy to senior and non-finance colleagues.
  • Expertise in SOX/ICFR implementation, including process mapping, risk assessments, controls design and deficiency remediation.
  • Strong documentation skills, with ability to record and communicate risks, processes and controls to a high standard.
  • Strong project management skills. This includes being able to finish what they begin and deliver on time.
  • A strong business acumen with ability to identify and translate risk concepts into actionable insights.
  • Excellent stakeholder management and exceptional communication skills capable of explaining financial controls to senior stakeholder and non-finance professionals.
  • Strong analytical and problem-solving skills and ability to use initiative and critical-thinking to devise and suggest improvements & solutions
  • Ability to drive effective decision-making and support performance management.

DESIRABLE CRITERIA:

  • Controls-design effectiveness testing
  • Experience of change management within an organisation, particularly in relation to implementing new frameworks and processes.
