Job summary

The Group Director, Corporate Services Group at HSA reports to the CEO and shapes the organisation's strategic direction across corporate services including people, finance, procurement, IT, risk, governance and infrastructure. The role leads a multidisciplinary team to transform transactional support into strategic enterprise enablers and to drive performance and resilience.

Qualifications

• 25 years of relevant working experience, preferably including 10-15 years in senior roles managing corporate, enterprise operations across multiple domains in the public or private sector.
• A background in a scientific discipline would be advantageous for understanding HSA's scientific and regulatory work.
• Qualifications in public administration or a related field would be useful.
• Experience overseeing complex corporate portfolios, large budgets, major transformation or infrastructure programmes, technology and cybersecurity, risk management and multidisciplinary teams.
• Enterprise-wide perspective, strong public policy acumen and the ability to make sound strategic trade-offs across competing priorities and limited resources.
• Dynamic, people-centered leadership with the ability to inspire and develop teams, combined with strong strategic thinking, sound judgement, stakeholder management, and excellent interpersonal and communication skills - with a track record of delivering results.
• Sound knowledge of the Singapore Public Service operating environment and Government-wide policies, governance, audit and compliance requirements; experience dealing with central agencies and the Auditor-General's Office would be useful.

Responsibilities

• Lead the Corporate Services Group across finance, procurement, HR, IT, risk, governance, legal and infrastructure.
• Provide executive leadership and interface with the CEO, HSA Board and central agencies.
• Oversee strategic planning, budgeting, governance and assurance systems.
• Drive digitalisation, information management and cyber resilience across corporate functions.
• Ensure service quality, stakeholder experience and incident communications.
• Oversee major transformation and infrastructure programmes, including the new building project.
• Foster organisational development, workforce strategy and change management.
