Job summary

Basildon Borough Council is recruiting for a senior role in the Property Maintenance and Compliance department to lead repairs, maintenance and compliance across council housing and corporate assets.

You will shape strategy, oversee budgets and contracts, and ensure statutory compliance and safety standards, including gas, electrical, fire and building safety.

The role requires strategic leadership, financial acumen, stakeholder engagement and a track record of delivering service improvements.

Qualifications

• Degree in Building Surveying or a related subject.
• Membership of a relevant professional body (e.g., RICS, CIOB).
• NVQ level 5 management qualification (or working towards).
• NEBOSH or IOSH general certificate (or working towards).
• Extensive knowledge of statutory, regulatory and best practice requirements for housing and corporate asset compliance.

Responsibilities

• Provide leadership and management of the repairs & maintenance and compliance services for housing and corporate assets.
• Develop and implement BBC's repairs and maintenance strategy.
• Assist in the development and delivery of BBC's asset management strategy.
• Monitor contractors for contractual compliance and take corrective action.
• Ensure services align with corporate objectives and budget.
• Lead service improvements, transformation and digital innovation.
• Ensure statutory compliance across housing and corporate assets including gas, electrical, fire safety, building safety, water hygiene, asbestos management, lifts & lifting equipment, and health and safety requirements.
• Handle complaints, MP and Councillor enquiries per procedures.
• Deliver inspection/testing programmes and manage risk and legal obligations.
