Job summary

Adecco are pleased to be recruiting for an Estates Transformation Lead to drive the Estates Transformation Programme with Thames Valley Police Force. Location: Kidlington. This fixed-term contract (9 to 12 months) offers a full-time, 37-hour week and requires driving.

You will lead property procurement in line with the UK Government Construction Playbook, using NEC and JCT agreements to deliver value. Successful candidates will have extensive facilities management and property maintenance

Qualifications

• Extensive experience in facilities management and property maintenance within a public sector context.
• Knowledge of the UK Government Construction Playbook and translating its principles into procurement.
• Experience with NEC and JCT contract terms to deliver projects efficiently.

Responsibilities

• Serve as SME in property and construction procurement aligning with the Construction Playbook.
• Translate market insights into actionable procurement strategies for the Estates Transformation Programme.
• Advise on commercial delivery models and ensure governance compliance.
• Act as commercial interface between programme leadership, property teams, Finance and Legal.
• Design and implement contracting models (NEC/JCT) to improve delivery and value.

Salary: £73,929 per annum

Working Pattern: Full Time, Monday to Friday 37 hours per week

Our client is seeking a dynamic and experienced Property Strategic Procurement Lead to spearhead the Estates Transformation Programme within a public sector environment. This pivotal role is designed for an individual with a wealth of knowledge in property and construction procurement, who is ready to make a significant impact.

Key Responsibilities

• Serve as the Subject Matter Expert in Property and Construction Procurement, offering specialist advice that aligns with the UK Government's Construction Playbook.
• Translate comprehensive market insights into actionable procurement strategies that support the Estates Transformation Programme.
• Identify and analyse emerging trends, supplier capabilities, and commercial opportunities to inform future procurement activities.
• Advise on the most suitable commercial delivery models, ensuring compliance with procurement legislation and internal governance frameworks.
• Act as a commercial interface between programme leadership, property teams, and various functions including Finance and Legal.
• Design and implement fit-for-purpose contracting models, including NEC and JCT arrangements, to enhance project success and collaboration.
• Manage risks associated with procurement processes, ensuring the delivery of high‑quality commercial advice to senior stakeholders.
