Job description

Job Role: Estates Manager (B6)

On behalf of our client, MPA Recruitment is recruiting Band 6 Estates Officers (Mechanical) for their large public sector client in the Lisburn area.

The post holder is responsible for managing specific elements of estates operations related to the development and maintenance of the built environment, engineering services, and physical assets.

As an Estates Officer, the post holder will manage a cost-effective and efficient service that supports the Trust's corporate aims of providing quality services aligned with a modern and efficient Health Service.

Location: Greater Belfast

Hours of Work: 37.5 Hours Per Week

Salary: £19.10 per hr

Main Responsibilities
  • The raising of work tasks and issuing them to the appropriate service provider.
  • Tracking tasks from inception to completion.
  • Managing and developing all manual and computerized administration systems within the Estates Department.
  • Assisting the Estates team in planning, development, and management of the Estates programme.
  • Supporting the Head of Estates in developing the Property Asset Management Plan and other key strategy documents.
  • Developing business cases in line with NIAS and Department of Health policies.
  • Researching for reports, engagements, briefings, and meetings to assist the management team.
  • Preparing reports and tenders as required by the Estates management team.
  • Developing and maintaining efficient data handling processes to support Estates staff.
  • Maintaining facilities-related databases and monitoring key management systems.
  • Managing information for Departmental returns to the Department of Health (DoH) related to Estates.
  • Monitoring and updating the lease action plan for Estates and the DoH Properties Management branch.
  • Organizing and attending internal and external meetings with the management team and ensuring follow-up actions are completed.
  • Providing Helpdesk cover as required and updating facilities management software.
  • Maintaining adequate stationery and equipment supplies.

Essential Criteria:

  • Possess an HND or equivalent qualification in a relevant subject such as Business, Finance, or Management, OR
  • A minimum of five years recent demonstrable experience managing contracts and procurement in a fast-paced environment.
  • Significant experience in using a Computer Aided Facilities Management (CAFM) package such as 3i, MICAD, etc.
  • At least 3 years’ relevant management experience within NIAS, managing a large and diverse property portfolio across multiple sites and disciplines.
  • Experience in monitoring and delivering facilities projects and services.
  • Proven ability to develop and maintain productive relationships with senior colleagues and stakeholders.
  • Experience in managing contracts and developing business cases, budgets, procurement, and reporting within NIAS.
  • Excellent planning, organization, prioritization skills, and attention to detail.
  • Good communication skills (both oral and written).
  • Strong customer orientation and ability to work under pressure.
  • Competent in the use of Windows and other Microsoft applications.
  • Possess a current driving license or access to transportation to meet the post's requirements.

Desirable:

  • At least 3 years’ relevant experience working in facilities management at middle management level (Band 5 and above).
  • Recent experience of working in NIAS for at least 2 years.
  • Recognized Healthcare Leadership qualification.
