Job summary

Environmental Services Quality Development Officer

Salary - £36,363 - £40,777 (Grade 6)

Hours - 37 per week

Contract type - Full - time, Fixed - Term Contract until 31 July 2028

Work Style - Flexible with at least 3 days in a council location

Environmental Services at the City of Wolverhampton Council is delivering an ambitious Digital Transformation Programme, modernising the way frontline services operate through improved systems, automation, digital technology and smarter ways of working.

We’re looking for an enthusiastic Environmental Services Quality Development Officer to become a key member of our transformation team, helping to deliver real improvements across Grounds Maintenance, Street Cleansing and Tree Services.

This is a hands-on role where you’ll configure and improve operational systems, develop workflows, coordinate system changes, support the implementation of new IoT technologies and ensure that digital solutions are successfully embedded into day-to-day service delivery.

Working closely with operational managers, inspectors and, of course, our frontline teams, you’ll help deliver transformation projects, maintain publicly accessible mapping and resident portals, coordinate system integrations including IoT technologies, oversee service devices and champion digital ways of working across the service.

About you

You’ll enjoy solving problems, improving processes and working with people to make services more efficient.

You’ll have experience working with operational systems, implementing change and supporting system users. You’ll be confident learning new technologies, comfortable working with systems such as Confirm or similar workflow management platforms and have experience using Microsoft Excel. Knowledge of SQL or similar query tools would be advantageous.

Most importantly, you’ll be someone who enjoys improving the way services operate and can turn ideas into practical solutions that make a real difference to residents and frontline teams.

The annual pay increases for 2026/27 for NJC Local Government Employees are currently being negotiated and, once agreed, will be effective from 1 April 2026.

All council roles are allocated to either a fixed, field or flexible work style. Some roles are agile which enable and empower employees to maximise their performance and productivity, whilst maintaining a healthy work life balance. Roles with a fixed workstyle work in a fixed permanent council location. Roles with a field workstyle are usually allocated where employees are required to be out working in the community with a minimum requirement for ‘touch down’ space at any council location. Roles with a flexible workstyle have a flexible base location to meet the needs of the business and employees can work from a mixture of home or any council office, partner/client, or external location, as required to meet service requirements.
