Job summary

About the Role

We are seeking an enthusiastic and experienced Engineering Supervisor to join our team and play a key role in delivering a wide range of infrastructure and highway‑related projects across the borough.

This varied and rewarding role involves providing client, project and programme supervision for highway maintenance and civil engineering works, including highways, bridges, coastal infrastructure and Public Rights of Way (PRoW). You will support the successful delivery of projects across several Council service areas, including Coastal Services, Leisure, Parks and Grounds Maintenance, Cleansing and Waste, and Education.

Working closely with colleagues, contractors, consultants and external partners, you will oversee construction works on site, monitor project progress, and ensure compliance with relevant legislation, standards and specifications. You will also support third‑party client requirements, helping to develop income‑generating opportunities through the preparation of works instructions and the review and checking of engineering designs.

As part of the role, you will assist the Operations and Street Lighting Asset Manager in delivering the Council's highway maintenance programme, ensuring that infrastructure assets are maintained safely, effectively and to a high standard.

About You

You will be a proactive and organised engineering professional with experience in highways, civil engineering, infrastructure, or a related discipline. You will hold a relevant engineering qualification or be able to demonstrate significant equivalent technical knowledge and professional experience.

You will have the ability to utilise asset data, inspections, surveys and stakeholder feedback to prepare and deliver programmes of work, while managing competing priorities and responding effectively to project challenges.

We are looking for someone who can demonstrate:

  • Sound knowledge of relevant legislation, regulations, standards and best practice relating to the planning, design, procurement, programming and delivery of engineering projects.
  • Experience of working collaboratively with contractors, consultants, developers, statutory undertakers and other external stakeholders.
  • Technical expertise in preparing and reviewing designs, drawings, specifications, procurement documents and as‑built records.
  • Experience of using asset management, records management and cost‑estimating systems.
  • Excellent organisational, communication and problem‑solving skills.
  • The ability to manage multiple projects and work programmes simultaneously.
  • Confidence in resolving routine project issues and escalating more complex matters where appropriate.
