Job summary

Halton Borough Council in Lancaster, Lancashire, is seeking a Senior Engineer – Schemes and Major Maintenance to lead highway improvement projects and major maintenance work. The role requires a strong background in delivering highway schemes, contract management and strong stakeholder engagement.

You will contribute to shaping a safe, sustainable transport network while working within a dynamic local government environment. A HND in engineering or equivalent is required.

Qualifications

• Experience delivering highway schemes and providing technical advice.
• Project management, budget monitoring and contractor management experience.
• Knowledge of highway legislation, design standards, CDM and procurement.
• CAD skills and experience designing minor highway schemes.
• Excellent communication, stakeholder management and customer service skills.
• The ability to negotiate, influence and work effectively in a politically aware environment.

Responsibilities

Our Team:

We are a small team consisting of Senior Engineers and Engineers, working and building relationships with contractors, elected members, the Liverpool Combined Authority and our residents. The work is varied and ranges from small highway improvements, larger active travel schemes and major carriageway and footway reconstruction.

We’re on an ambitious mission to become a leading highway authority, and we’re searching for a talented, driven Senior Engineer – Schemes and Major Maintenance to help us get there.

With over £30 million already invested in Active Travel schemes — and £35 million more on the horizon — we’re transforming how people move around our Borough. But that’s not all:

• We’ve committed £8 million over the next 18 months to enhance roads and footways, creating safer, greener, and more inclusive spaces.
• Every project supports our long term commitment to improve the health and access for all within the Borough, and the biodiversity of the urban environment

No two days are the same — from collaborating with developers and managing Section 278 and 184 agreements, to engaging with members of the public about vehicle access applications for crossings to their properties or completing design work for maintenance and improvement schemes there’s a wide variety of opportunities and workload.

We are looking for an experienced and motivated Senior Engineer – Schemes and Major Maintenance to join our team.

Witha HND in an engineering discipline or equivalent technical experience , you will have:

• Experience delivering highway schemes and providing technical advice?
• Project management, budget monitoring, and contractor management experience?
• Knowledge of highway legislation, design standards, CDM, and procurement?
• CAD skills and experience designing minor highway schemes?
• Excellent communication, stakeholder management, and customer service skills?
• The ability to negotiate, influence, and work effectively in a politically aware environment?
