Job summary

Goodman Masson are partnering with a UK regulatory body to recruit a senior legal policy specialist. Based in Birmingham with a formal hybrid working arrangement (40% office-based), you will drive enforcement policy initiatives and provide strategic advice on complex regulatory matters.

You will draft high-level policy papers, support investigations, and engage with government departments and partner bodies to ensure enforcement frameworks remain robust and adaptable.

Qualifications

  • Qualified Solicitor or Barrister with active SRA or BSB registration.
  • Typically 6+ years PQE in public/regulatory law and complex litigation.
  • Proven experience in policy strategy, frameworks, or reform within a regulator or government body.

Responsibilities

  • Lead workstreams to design, implement, and update enforcement policy frameworks.
  • Provide high-quality legal and strategic policy advice on enforcement matters.
  • Collaborate with government departments and partner regulatory bodies.
  • Draft formal policy advice, consultation responses, and executive briefing papers.
  • Instruct Counsel on high-complexity regulatory matters.
  • Develop internal legal know-how resources to support investigations.

Operating as an independent regulatory authority, they lead high-profile investigations and maintain robust enforcement frameworks to protect the UK economy.

Role Overview

Sitting within a multi-disciplinary team alongside forensic specialists, lawyers, and policy experts, you will drive key enforcement policy initiatives. You will provide strategic advice on complex regulatory matters, draft high-level legal policy papers, and ensure the organisation's enforcement frameworks remain robust and adaptable.

Key Responsibilities
  • Policy Development: Lead workstreams focused on designing, implementing, and updating enforcement policy frameworks and procedural guidelines.
  • Legal & Policy Analysis: Deliver high-quality advice on complex legal and strategic policy matters relating to enforcement proceedings and investigations.
  • Cross-Agency Collaboration: Work closely with government departments, partner regulatory bodies, and professional authorities on joint enforcement and legislative issues.
  • Stakeholder Engagement & Advice: Draft formal policy advice, consultation responses, and strategic briefing papers for executive management and external public bodies.
  • External Instruction: Instruct specialist Counsel on high-complexity or high-risk regulatory policy matters.
  • Knowledge Management: Develop and maintain internal legal know-how resources to support ongoing investigative and enforcement work.
Requirements & Experience
  • Qualification: Qualified Solicitor or Barrister with active SRA or BSB registration.
  • Seniority: Typically 6+ years PQE with substantial experience in public law, regulatory law, and complex contentious litigation/proceedings.
  • Policy Expertise: Proven experience advising on policy strategy, procedural frameworks, or legal reform-ideally gained within a regulator, public body, or government department.
  • Skills: Superior drafting and analytical skills, sound legal judgement under pressure, and the ability to manage complex projects effectively.
