Job summary

London Luton Airport is seeking an Emergency Planning Executive to organise Emergency Orders, coordinate response activities and drive resilience across the airport. You will engage with local emergency services, regulators and stakeholders while leading Air Ops initiatives.

The role reports to the Airfield Operations Manager and requires planning, training delivery and strong collaboration across departments to maintain Operational Safety Excellence.

Qualifications

  • Be able to lead training and exercises.
  • Understand UK national emergency response and the Civil Contingencies Act.
  • Be familiar with a regulated working environment.
  • Have awareness of Safety and Emergency procedures.
  • An understanding of regulation relating to Aerodromes (EU139/2014).
  • Experience or knowledge of Business Continuity Planning.
  • Experience of airfield operations and apron activities.
  • An understanding of auditing and reporting systems is desirable.

Responsibilities

  • Write, review and manage the Emergency Orders for LLAOL.
  • Plan and run emergency exercises to meet Aerodrome Certificate requirements.
  • Develop continuity plans and exercises to ensure readiness for emerging risks.
  • Support the development of Business Continuity Plans.
  • Maintain Crisis Management plans and coordinate across the business for resilience.
  • Chair Emergency Planning Group meetings and engage stakeholders for continuous improvement.
  • Represent LLAOL externally with regulators and partners on emergency planning matters.
  • Cultivate relationships with stakeholders to improve response and multi-agency cooperation.
  • Act as focal point for regulators and ensure compliance with safety requirements.
  • Oversee departmental procedures and distribute notices to relevant parties.
  • Provide training and briefing sessions for Air Ops staff on Emergency Planning.

Job description

WORK PATTERNS: 37 hours per week - flexible

JOB PURPOSE SUMMARY:

Reporting to the Airfield Operations Manager, the Emergency Planning Executive is responsible for organising the Emergency Orders and coordinating emergency response at the airport both internally and with external stakeholders. This will involve liaising with local emergency services, resilience organisation and regulators, and close working ties with all airport departments. As part of the Air Ops team, they will be responsible for delivering Operational Safety Excellence, and leading relevant Air Ops initiatives.

TECHNICAL TASKS:

  • Write, review and manage the Emergency Orders for LLAOL
  • Plan and execute emergency exercises in order to meet the requirements of the Aerodrome Certificate
  • Develop continuity plans and exercises to ensure operational readiness for emerging risks
  • Supporting the development of Business Continuity Plans
  • Maintain Crisis Management plans for LLAOL, and engage across the business to ensure resilience can be delivered effectively
  • Chair LLAOL Emergency Planning Group meetings to promote planning initiatives with stakeholders, gather feedback and improve performance
  • Represent LLAOL externally at local, national and international levels in matters pertaining to emergency planning and response
  • Cultivate and promote relationships with stakeholders with a view to improving emergency response and multi-agency co-operation
  • Act as focal point for regulators and stakeholders in matters of emergency planning and response
  • Ensure that LLAOL is compliant with regulations as part of the airport Compliance Monitoring and Assurance Team.
  • Oversee departmental procedures, notices and documents and distribute to the relevant parties.
  • Provide training and briefing sessions for Air Ops staff and other users on Emergency Planning

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Be fully accountable for delivering Operational Safety Excellence.
  • Monitoring, assessment and enforcement of agreed safety standards through active engagement with all airside users.
  • Promotion of a Just and Fair Culture in accordance with the Safety Management System.
  • Delivery of standards and performance in accordance with published Key Performance Indicators (KPI’s).
  • Assist in the maintenance and development of the airside Safety Management System (SMS).
  • Assist in all duties in accordance with the SMS and comply with all reasonable requests from the supervisory management team.
  • Deliver on the Vision & Mission and LLA Brand Values.
  • Comply with instructions, procedures and processes.
  • Contribute to the maintenance of Health, Safety and Environmental accreditations.

KNOWLEDGE, SKILLS & EXPERIENCE:

The ideal candidate is expected to hold and have some experience and knowledge in the following:

  • Be able to lead training and exercises
