Job summary

PeoplePlus seeks an Education Manager to lead and develop on-site education at HMP Wormwood Scrubs in London. You will shape educational strategy, drive quality assurance and lead a high-performing team focused on preparing adult learners for reintegration and employment upon release.

The role oversees delivery of programmes, budgets and staffing, ensures Ofsted readiness, and collaborates with governors, awarding bodies and employers to align with real-world labour market demands.

Qualifications

• Degree and/or professional qualification with a Level 5+ teaching qualification.
• IQA qualification or willingness to obtain on appointment.
• Senior educational management experience in FE or prison education settings.

Responsibilities

• Develop and execute the prison's education strategy aligned with Ministry of Justice and priorities.
• Oversee day-to-day delivery of educational and vocational programmes, staffing and budgets.
• Implement quality frameworks, EIF readiness, SAR and Ofsted-related activities.
• Lead tutors, lecturers and support staff; conduct performance reviews.
• Partner with prison authorities, awarding bodies, employers and agencies to align curriculum with labour market needs.

Salary: £45,000 + £5,000 London Weighting per annum

Contract: Permanent, Full-Time

The Opportunity

PeoplePlus has a exceptional senior leadership opportunity for an Education Manager to lead and develop the education provision on-site at HMP Wormwood Scrubs. In this pivotal role, you will shape educational strategy, drive quality assurance, and lead a high-performing team focused on equipping adult learners with the skills, confidence, and accredited qualifications needed for successful reintegration and employment upon release.

What You Will Be Doing

• Strategic Leadership: Develop and execute the prison's education strategy aligned with Ministry of Justice and organizational priorities, driving a culture of educational excellence, innovation, and rehabilitation.
• Operational & Resource Management: Oversee the day-to-day delivery of all educational and vocational programmes, managing timetables, staffing levels, physical resources, and departmental budgets to maximize impact.
• Quality Assurance & Ofsted Readiness: Implement robust quality frameworks, conduct classroom observations, analyze learner achievement/attendance data, and lead self-assessment reporting (SAR) in line with Ofsted's Education Inspection Framework (EIF).
• Team Development & Wellbeing: Lead, mentor, and inspire tutors, lecturers, and support staff; conduct performance reviews; and foster a supportive, inclusive working environment.
• Stakeholder Engagement: Partner closely with HMPPS leadership, prison governors, awarding bodies, local employers and external agencies to ensure curriculum alignment with real-world labor market demands.

What We Are Looking For

• Qualifications: Degree and/or relevant professional qualification alongside a Level 5+ Teaching Qualification (PGCE, Cert Ed, DTLLS, QTLS, or equivalent). An Internal Quality Assurance (IQA) qualification is required (or willingness to achieve upon appointment).
• Leadership Experience: Proven track record in senior educational management, team leadership, curriculum design, and staff performance management within FE, adult learning, or prison education settings.
• Quality Mastery: Thorough knowledge of the Ofsted Education Inspection Framework (EIF), quality assurance audits, and performance tracking systems.
• Core Skills: Outstanding communication, strategic planning, budget management, and a firm commitment to safeguarding, equality, and student-centered rehabilitation.
