Job summary

Protocol seeks an Education Manager to lead the delivery of high-quality prison education at HMP Wormwood Scrubs in London, ensuring outstanding learner experiences and progression within a rehabilitation-focused provision.

You will drive strategic and operational leadership, manage staffing and budgets, and uphold safeguarding and quality standards while collaborating with partners and inspectors to improve outcomes.

Qualifications

• Degree or professional qualification required.
• Teaching qualification at Level 5 or above (or equivalent such as QTLS).
• Strong leadership and people management experience.
• Proven track record in curriculum development and quality improvement.
• Experience managing performance and delivering positive outcomes through teams.
• Knowledge of the Ofsted EIF.

The Role

As Education Manager, you will be responsible for the strategic and operational leadership of the education provision, ensuring learners receive an outstanding educational experience that supports their progression and future opportunities.

Key Responsibilities

Strategic Leadership

• Develop and implement the education strategy in line with contractual, organisational, and government priorities.
• Promote a culture of excellence, innovation, and continuous improvement.
• Ensure education provision supports rehabilitation, employability, and personal development.
• Lead curriculum planning to meet the diverse needs of learners.

Operational Management

• Oversee the day-to-day delivery of all education programmes.
• Manage staffing, timetabling, and resource allocation effectively.
• Monitor performance against KPIs, contractual requirements, and quality standards.
• Manage budgets to maximise impact and value for money.

Quality Assurance & Improvement

• Implement and maintain robust quality assurance systems.
• Lead teaching, learning, and assessment observations.
• Analyse learner achievement, attendance, and progression data to drive improvement.
• Lead self-assessment and quality improvement planning processes.

Leadership & Team Development

• Lead, motivate, and develop a high-performing education team.
• Conduct performance reviews, supervision, and professional development activities.
• Foster a positive, inclusive, and supportive working environment.
• Support talent development and succession planning.

Stakeholder Engagement

• Build and maintain strong relationships with prison leadership, employers, partners, and awarding bodies.
• Represent education provision during inspections, audits, and external reviews.
• Work collaboratively to increase learner engagement, participation, and progression.

Safeguarding & Compliance

• Ensure compliance with safeguarding, security, and regulatory requirements.
• Lead preparation for inspections and quality audits.
• Drive improvements in learner achievement and progression outcomes.
• Champion education as a key contributor to rehabilitation and reduced reoffending.

What We're Looking For

Essential Requirements

• Degree or relevant professional qualification.
• Teaching qualification at Level 5 or above (or equivalent such as QTLS).
• Strong leadership and people management experience.
• Proven track record in curriculum development and quality improvement.
• Experience managing performance and delivering positive outcomes through teams.
• Knowledge of the Ofsted Education Inspection Framework (EIF).
• Excellent communication, organisational, and stakeholder management skills.
Commitment to safeguarding, equality, diversity, and inclusion.

Desirable

• Internal Quality Assurance (IQA) qualification.
• Experience within prison education, adult education, or employability programmes.
• Knowledge of current education, skills, and training initiatives.
