There is a temporary top-up for Bands 2 and 3 to reflect the incorporation of the top-up to the living wage of £12.60 per hour (£24,638 per annum). This will be in place until the 2025/26 pay uplift is confirmed.

Job overview

The role is based at Block 9 on the Royal Gwent Hospital site, with opportunities to work flexibly across all sites and remotely. You will be the Finance lead responsible for several Directorates within the surgery division. This permanent role offers benefits such as 28 days annual leave, an attractive Pension scheme, Salary Sacrifice schemes, and flexible working.

Main duties of the job

The Assistant Divisional Accountant will provide professional financial advice and support to budget holders within the Division/Locality/Directorate, contributing to achieving financial targets.

The post-holder will contribute to developing and implementing financial policies to meet the Health Board's financial objectives and be involved in the annual budget setting process and providing financial advice to interested parties.

Detailed job description and main responsibilities
  1. Develop financial plans and forecasts with stakeholders aligned to ABUHB's strategic direction.
  2. Support business case production for revenue, capital investment, and service changes, including financial analyses and evaluation of cost-saving plans.
  3. Provide financial evaluation for purchases of capital equipment, leases, and service contracts.
  4. Create reports and implement corrective actions with budget holders and Business Partner Accountant.
  5. Assist in budget planning and operational plan implementation, including advice on NHS financial regimes and contractual frameworks.
  6. Analyze financial and service issues with budget holders, utilizing business intelligence tools.
  7. Maintain and improve financial information systems and data quality.
  8. Communicate financial drivers and participate in planning and resource allocation processes.
  9. Develop and implement policies and service changes under your responsibility.
  10. Support continuous improvement initiatives and develop models for new service ways.
  11. Collaborate with external agencies on strategy and service change.
  12. Implement finance systems supporting integrated clinical services and resource efficiency.
  13. Work with decision-makers to ensure financial sustainability.
  14. Maintain professional relationships within Finance and external organisations.
  15. Provide financial leadership to operational managers and staff.
  16. Participate in setting annual objectives aligned with the NHS Knowledge and Skills Framework.
  17. Develop performance management systems, including appraisals and personal development.
  18. Train non-finance managers in financial control and data interpretation.
  19. Work independently within strategic and policy frameworks, advising on implementation.
  20. Balance proactive service development with reactive operational responsibilities.
  21. Analyze complex documents and data to develop options and facilitate decisions.
  22. Encourage continuous improvement and governance in financial roles.
  23. Ensure involvement in business decisions considering implications and risks.
  24. Represent and deputise for senior finance staff as required.
  25. Support cross-divisional and local work streams with financial expertise.
Person specification

Education & Training

  • Degree or equivalent
  • Part-qualified (CCAB) accountant

Work experience

  • At least 2 years in a finance department
  • Experience with Oracle Financials or similar systems
  • Customer-focused work experience
  • Experience working with budget holders
