Job Title: Quality and Compliance Manager
Location: Warrington

Due to continued expansion and business requirements, we are seeking a dedicated and experienced Quality & Compliance Manager (QCM) to ensure our procurement processes remain at the forefront of compliance and quality. The QCM will be responsible for maintaining and improving our frameworks, dynamic purchasing systems, and dynamic markets, ensuring full compliance with relevant legislation including Public Contract Regulations 2015, the Procurement Act 2023, and the Procurement Regulations 2024. This role involves overseeing FTS tendering activities, providing operational advice on regulatory requirements, and leading business improvement initiatives.
Responsibilities:
- Ensure compliance with Public Contract Regulations 2015, Procurement Act 2023, and Procurement Regulations 2024.
- Oversee FTS tendering activities to ensure high quality and compliance.
- Provide day-to-day operational advice to procurement teams and the wider business.
- Lead business improvement initiatives across the procurement function.
- Undertake specific tendering exercises as needed.
- Manage PMO activities to ensure procurement timelines are met.
- Respond to legislative and policy changes and embed them into procurement processes.
- Provide training on quality and compliance matters.
- Maintain and improve standard templates to reflect regulatory requirements and best practices.
- Develop, maintain, and apply standard operating procedures.
- Maintain document control and quality assurance processes.
- Advise on procurement-related matters such as TUPE and GDPR.
- Liaise with external legal advisors on legal matters.
- Respond to situations that could lead to legal challenges.
- Maintain the integrity of standard terms and conditions.
- Lead on e-tendering platform maintenance.
- Develop and manage the Procurement Internal Manual.
- Support professional development programs for procurement professionals.
- Implement, monitor, and advise on the Quality Management System, maintaining ISO standards.
Person Specification:
- Tenacious, compliant, logical, methodical, and determined.
- Skilled influencer and challenger.
- Extensive procurement experience, preferably in the public sector.
- Excellent knowledge of public procurement policy and legislation.
- Relevant professional qualification such as MCIPS.
- Strong communication, influence, and persuasion skills.
