How National Development Management Policies Can Boost Economic Growth

A new Public First report argues that the Government should utilize its existing planning powers to establish clearer rules for development, aiming to boost economic growth and housebuilding rates in the coming years.

The report, authored by leading barrister Chris Katkowski CBE KC, outlines how the Government can implement National Development Management Policies (NDMPs) to:

1. Unlock more development near commuter transport hubs, enabling more people to live closer to their workplaces, families, and friends.
2. Increase the supply of small sites, helping to reverse the decline of SME housebuilders.
3. Allow more brownfield regeneration schemes, complementing reforms already made to the Green Belt and Grey Belt.
4. Favor the permitting of new homes more generally.

NDMPs are a new feature of the planning system legislated for by the previous administration. They enable Ministers to create clear national rules on specific types of development.
